Transcript of interview with Sen. Cynthia Villar

Q: Hearing on plastic waste

Villar: ... kung ayaw nila, then we have to mandate in a legislation but definitely we are trying to amend the National Solid Waste Management Law kasi 2001 pa iyan. That has been 16 years. Maybe may makikita tayong hindi enough so we can amend.

Q: Not necessarily huwag silang gumamit ng plastic...

Villar: Recycle. Kasi pagod na pagod na ako kakapulot ng plastic.

Q: Hindi ninyo ipagbabawal ang pag-gamit ng plastik?

Villar: Oo, kasi minsan hindi naman natin maiiwasan iyan. Ang importante, hindi pumupunta sa dagat because it destroys our marine life. Sabi nga ng UN FAO, if we are not careful then there will be no marine life in 33 years.

Q: Ano ang gagawin ng nagma-manufacture ng plastic?

Villar: Tumulong sila dahil sila naman ang nagproduce noon. And at the same time, katulad noong mga cement factory, with P160 million investment, magso-sorting ka dadalhin mo sa cement factory at dadalhin mo sa kanila dahil iyon ang power nila, gagamitin nila to power their plant. Siguro naman, kaya naman nating pagtulung-tulungan yung P150 million na investment.

Q: Iyong multi-national compnaies, walang MRF?

Villar: Wala. They will think about it, magagaling naman sila. Kasi sa Europe they hold them responsible for the final disposal of their products, yung kanilang mga containers.

Q: Yung extended producers responsibility...

Villar: Iyon nga yun.

Q: Wala pa ito sa atin?

Villar: Wala.

Q: You plan na ipasok ito?

Villar: Kung hindi sila magbo-volunteer then we have to amend the law to include that.

Q: Sa existing law hindi pa mandatory?

Villar: Meron doong tinach (touch) that they should, but it's not mandated. Walang penalty kung hindi.

Q: Ano ang tingin ninyo sa companies ngayon, nagko-cooperate ba sila?

Villar: I think they are doing but so small compared to the magnitude of the problem. They should be more aggressive.

Q: How about iyong concerned government agencies na mandated na tumulong...

Villar: Of course, palaging in the end government iyan. Lahat naman ng nagungulekta, local government unit, tinatapon sa land fill. Ang mahal-mahal nga ng ginagasta ng local government diyan. Of course, government would do that but in the end, kaya ba ng government by themselves? Kailangan hindi lang government lang. There should be some help from the private sector, sa mga NGOs and then sa industry itself that produce the plastic waste.

Q: Kanina may mga government agencies na parang nasermunan. Meron bang hindi ginagawa ang part nila?

Villar: Iyong PPA, may continuing mandamus ang PPA from the Supreme Court that we should clean Manila Bay ang PPA is one of the agencies tasked to do that. Ang problema sa PPA iyong mga ports nila may mga informal settlers doon na walang toilet. Bawal naman iyong patirahin mo ang mga tao na nakalaylay sa tubig, wala namang ganoon. Kami lahat ay nagta-transfer na ng informal settlers near the water to Cavite, sa mga NHA relocation sites. Sinasabi ko sa kanya, you have to do that. Hindi puwede iyon na nakalaylay sila sa inyong port, nakatira sa tubig tapos wala silang toilet. How can we clean Manila Bay without solving that?

Q: On DAP

Villar: Diba binuksan na, kinclear nila si President Aquino tapos si Abad ang may problema? Alam mo naman ang kaso, matagal ang kaso. Hindi natin alam. It's moving but we don't know what will happen. Iyon ang nabasa ko.

Q: May comment po kaso sa Palit Bise na nangyari kahapon?

Villar: Alam mo hindi naman tayo masyadong mahilig sa political issues. Kanya-kanyang linya iyan. Ako kasi I made it a policy not to engage in political issues, ang gusto ko lang ang mga advocacy natin. I think we will be able to help the country kaya I limit myself to my advocacies which are the environment, livelihood, agriculture and OFWs.

Q: But you see no problem na mag-stay siya sa power?

Villar: Wala namang problema iyon. Diba may mga kumokontra din sa kanya, magpa-file ng impeachment. Bahala na sila kasi ako naman whoever is there is okay with me.
