Sen. Zubiri on BBL: Senator Juan Miguel Zubiri, chairman of the Senate Subcommittee on the Bangsamoro Basic Law (BBL), said the Senate would do its best to pass the BBL before it ends its session on March. “The new BBL version is a bit constrained. It took out a number of contentious provisions such as the proposals to set up its own Commission on Audit (COA), Civil Service Commission (CSC) and the regional police force. One model concept is to have a rotating leadership position to be given to the main indigenous Muslim groups of the Autonomous Region and another proposal is to have two subs-states, the BASULTA, composed of Basilan, Sulu and Tawi-Tawi, and the Mainland substate, to be composed of Maguindanao and Lanao,” Zubiri said during the Kapihan Sa Senado Thursday, January 18, 2018.
