14th Congress

Political:

1. An Act Declaring an elective official ipso facto resigned from his office upon the filing of his Certificate of Candidacy (SB 1165) - this is an amendment to Section 67 of Batas Pambansa 881, otherwise known as the Omnibus Election Code

2. Divulging the identity of hired foreign consultants (SB 1170) - all branches, subdivisions, instrumentalities and agencies of government, including GOCCs are required to divulge identities of hired foreign consultants, nature of their work, compensation, perks and other privileges

3. National identification system (SB 1163) - proposes the national identification card which will serve as official identification of a Filipino citizen or alien permanent resident.

4. Banning the issuance and use of low-numbered protocol license plates (SB 1158) - prohibits the issuance and use of low-numbered protocol or courtesy or vanity plates for ranking government officials

5. Line-item budget of the National Government (SB 1174) - Line item budgeting in the budgetary process of the government, repealing PD 1177.

Local Government:

1. Strengthening the Local Government Units (SB 1161) - Omnibus amendments to the Local Government Code

2. Magna Carta for Barangays (SB 277) - barangay officials to be considered as regular government employees with fixed salaries, allowances, retirement benefits, etc.; automatic release of share from national taxes; priority in employment

3. An Act Amending Sections 290 and 291 of RA 7160 (SB 119) - 60% increase share of LGUs of the gross collection of the national government from mining taxes, royalties, forestry and fishery charges.

4. An Act Amending Sections 284 and 286 of RA 7160 (SB 118) - 40% share of national taxes (Internal Revenue Allotment) to LGUs

5. An Act Amending Sections 452 and 461 of RA 7160 (SB 117) - Requisites for the creation and conversion of LGUs

6. An Act Amending Sections 394 and 479 of RA 7160 (SB 1166) - Requiring the Barangay Secretary to assist the municipal / city registrar in the registration of births, deaths and marriages.

7. Local Holidays (SB 1182) - Empowering the LGUs through the Sangguniang Panlalawigan, Panlunsod or Bayan to declare local holidays.

8. An Act Amending RA 9184, otherwise known as The Government Procurement Reform Act (SB 1148) - it seeks to withdraw from the application and coverage of the Government Procurement Act all references to local government units.

Civil Service and Government Re-organization:

1. Government Re-Engineering (SB 1157) - proposes the creation of the Commission on Government Re-Engineering to conduct studies, review policies and programs relevant to re-engineering of the government bureaucracy.

2. Civil Service Code (SB 1162) - it establishes the Civil Service Code of the Philippines

3. Solicitation from government officials and employees (SB 1172) - regulating the solicitation of contributions from, or sale of tickets to, any government official or employee by nay public official, amending certain sections of RA 3019

4. Regulating the practice of medicine (SB 1173) - regulates the education and licensure of physicians and their practice of medicine

5. Regulating the practice of psychology (SB 1168) - creating the Psychology Board

6. Prohibiting non-government entity from occupying government office (SB 1155) - it prohibits the government from allowing any non-government entity from occupying any building, office or other premises were governmental functions are being performed

7. National Agrarian Reform Adjudication Commission (SB 1177) - shall have jurisdiction over all agrarian disputes, including determination of just compensation.

8. Philippine Cereal Research Development and Extension Act (SB 1137) - the proposed PHILCEREAL shall engage into research, development and extension activities for cereals in the country, under the Department of Agriculture.

9. Strengthening the Philippine Coast Guard (SB 1142) - vesting primary responsibility of enforcing maritime safety rules and regulations as well as other matters related to the performance of safety of life and property function within the Philippine territorial waters

10. National Commission on Muslim Filipinos (SB 1175) - defines the powers, functions and responsibilities of the National Commission on Muslim Filipinos.

11. Department of Fisheries and Aquatic Resources (SB 1140) - Creation of a Department of Fisheries and Aquatic Resources, providing for its powers and functions

12. An Act Creating the Mindanao Railways Corporation (SB 1164) - proposes a railroad network crisscrossing Mindanao.

13. U.P. National Center of Excellence for Technology Assessment, Management and Forecasting (SB 1167) - Expanding the Technology management Center of UP

14. The Bureau of Corrections Streamlining Act of 2007 (SB 1171) - upgrading of salaries of the officials and custodial force in the Bureau of Corrections

15. Frontline Services Act (SB 1153) - requiring all government agencies that provide frontline services to provide public information on how to access such services from their respective offices.

16. Act Creating the Independent Police Commission (SB 272) - determines, investigates, and adjudicates administrative cases involving serious misconduct, torture and abuse committed by any member or officer of PNP.

17. An Act amending Section 2 of RA 157 (SB 293) - granting a fixed term of office of five years, without reappointment, to the Director of the National Bureau of Investigation

Economics:

1. Cooperative Bank Act (SB 1147) - Expanding the countryside credit through cooperative banks and encouraging the growth and development of cooperative banks

2. Magna Carta for Business (SB 120) - Defines the rights and duties of entrepreneurs, the commitment of the state in providing business-friendly environment, creating the Presidential Commission for Business Concerns

3. National Market Code (SB 279) - embodies the basic policies and regulations of public markets

4. An Act amending certain sections of RA 4860, as amended (SB 1145) - Reduction of External Debt Service

5. An Act Amending Chapter 2, Title V of EO 209 (SB 1146) - Real property tax exemption of family home

6. Prohibiting cellphone networks from sending unsolicited materials(SB 1138) - prohibiting unsolicited text or SMS from cellphone network companies

7. Motorcycle Lane Act (SB 273) - Providing motorcycle lanes on national roads and highways, providing penalties for violation therefor

Justice and Human Rights:

1. Mandatory Teaching of Human Rights (SB 1151) - it seeks to make human rights subjects a mandatory part of the curriculum of all educational institutions in the country.

2. Cadastral Survey Act (SB 276) - authorizing the Land Management Bureau to conduct a survey of cadastral lots in the entire country

3. Land Title Insurance (SB 116) - creating the field of land title insurance, amending PD 612 or the Insurance Code of 1978

4. Right to reply in the field of broadcast and print media (SB 1178 ) - right to reply to the charges published or printed in newspapers, magazines, or criticisms aired over radio, TV, websites or any electronic device

5. Firearms Regulation Act (SB 278) - regulates the carrying of firearms, and provides penalties for its violation

6. Granting Mandatory Good Conduct Allowance to Prisoners (SB 115) - the mandatory good conduct allowance shall be given to prisoners who participate in literacy, skills and values development programs in the penal institutions

7. Instituting the Former Prisoners' Employment Program (SB 114) - provides incentives to private establishments hiring inmates, and proposes additional deduction from gross income, equivalent to 15% of the total amount paid as salaries and wages to former prisoners, to be given to business establishments employing former prisoners.

8. Amending Article 97 of the Revised Penal Code (SB 271) - allows inmates, even with appealed cases, to qualify for good conduct allowances

9. Abolishing the Presidential Commission on Good Government (SB 292) - the powers and functions of investigations and prosecution of criminal and civil cases exercised by the PCGG shall be transferred to the Office of the Special Prosecutor, Ombudsman of the Philippines, while the management and the disposition of the assets and properties vested in the PCGG shall be transferred to, and shall be exercised by the Department of Finance through its Privatization Office.

10. An Act to Strengthen Philippine Commitment to Human Rights Promotion and Protection by establishing Human Rights Resource Centers(SB 1160) - proposes the establishment of Human Rights Resource Centers to integrate the promotion of human rights

11. Creating the Bureau of Corrections Technical Institute (1149) - It seeks to create the Bureau of Corrections Technical Institute within the premises of the New Bilibid Prisons and Correctional Institute for Women.

Health:

1. Private Hospital Assistance Act (SB 1144) - Its establishes a private hospital development plan and provides assistance to private hospitals by grating them incentives

2. Upgrading the Jose R. Reyes Memorial Medical Center (SB 1150) - Upgrading the JRRMMC into a Department of Health National Center for Trauma, Cancer and Dermatology

3. Making Health Care Universal (under preparation).

Environment:

1. The Green Park Act (SB 274) - granting incentives to subdivision homeowners associations to develop and maintain forested areas within their subdivision

2. An Act totally banning logging operations for the next 25 years (SB 275) - total log ban in forests, timberland, forest reserves and watersheds for the next 25 years.

3. An Act Amending Section 80 of PD 705, The Forestry Code (SB 1176) - aims to mobilize barangay officials to help the Department of Environment and Natural Resources and the Philippine National Police personnel in protecting our forests.

Labor:

1. An Act Amending Article 106 of the Labor Code of the Philippines (SB 1159) Expanding liabilities of indirect employers in job contracting

2. An Act Increasing pensions under the SSS, amending Section 12 of the SSS Law (SB 1169)- SSS members' pension increase

3. Special leave credit for spouses of overseas contract workers (SB 1154) - it grants special leave of absence of fifteen days a year with full pay to all legitimate spouses of overseas workers in the private and public sectors

4. Magna Carta of household helpers / Batas Kasambahay (SB 1141) - instituting policies governing household employment industry, establishing a standard of protection and promoting the welfare of household helpers.

5. An Act to Ensure Equal Employment Opportunities to members of Indigenous Cultural Communities (SB 1143) - It seeks to reserve at least 10% of the rank and file positions in government services in areas where indigenous cultural communities predominate, for members of these communities.

Social Services:

1. Foster Care Act (SB 111) - strengthens and propagates foster care for abandoned, neglected children, and for other children with special needs

2. Requiring Certification from the DSWD to declare a child legally available for adoption (SB 113) - the DSWD shall issue certification to declare a child legally available for adoption proceedings, amending certain provisions of RA 8552 or the Domestic Adoption Act, RA 8043, Inter-Country Adoption Code and PD 603, Child and Youth Welfare Code

3. Amendment to the Inter-Country Adoption Law RA 8043 (SB 112) - seeks to institute reforms in the process of inter-country adoption in the country.

Education:

1. An Act Amending RA 3873 (SB 1152) - Changing the name of the Bureau of Public Libraries to the National Libraries

2. An Act to modify the academic school year from June until March to September until June, prescribing a set of courses adapted to the rainy season (SB 1139) - it seeks to move the regular academic school year from June to March the following year, to September until June.

3. Philippine Normal University Modernization Act (SB 280) - seeks to establish a national system for teacher training and development.

4. Ifugao State University (SB 1224) - An Act to Accelerate the socio-cultural and economic development of the Cordillera Region by establishing a State University in the Province of Ifugao.
