STATEMENT OF SENATOR WIN GATCHALIAN ON THE PHILIPPINE COMPETITION COMMISSION AND ENERGY REGULATORY COMMISSION COLLABORATION

The government's fight against anti-competitive and collusive behavior in the power sector has been further solidified now that the Energy Regulatory Commission (ERC) and the Philippine Competition Commission (PCC) have signed an agreement that will allow for closer coordination in their power sector investigations.

We have always been consistent in encouraging the ERC, the PCC, and the Department of Energy to join forces in promoting an environment that is free from anti-competitive and collusive behavior, especially in times of sudden and unexplained power outages when helpless consumers feel that they are at the mercy of energy players.

With this agreement in place, I expect that these agencies will put the interest of consumers first, ensuring that they will be able to get adequate supply of electricity on fair terms and prices and, at the same time, provide a level-playing field for all market players.
