SP Sotto: Kailangan i-scrutinize mabuti. Kung gusto ng gobyerno ituloy pa rin yung STL at yung iba pang mga games of chance ng PCSO, i-scrutinize na lang ng mabuti. Higpitan ang pagbibigay ng franchise, higpitan yung mga ika nga eh nakakakuha ng permit or franchise sa kanila. Pati yung mga bentahan ng franchise, paglilipat ng franchise, higpitan din dapat yun.

Q: ano exactly mali dun sa pagpapatakbo sa STL...

SP Sotto: Hindi nagbibigay na tama na collection. It's as simple as that. Hindi binibigay yung tamang collection ng gobyerno. Mas malaki yung kinikita na under the table.

SP Sotto: Hindi ko alam, hindi natin masabi. Tingnan natin. Depende dito sa kalalabasan ng hearing.

Q: Dapat ba tuloy pa rin hearing ng Senate, na lift na yung order of suspension sa lotto...

SP Sotto: Oo. Oo. Mabuti na rin para mapag-aralan ng mabuti yung charter ng PCSO. Baka kailangan bigyan sila ng mas matapang na powers or baka kailangan baguhin ang powers. Mas mabuti ring i-review na natin.

Q: mag nagsa suggest na tanggalin yung mga games na may collectors...

SP Sotto: Hindi ko kabisado yung details eh. I'll have to beg off. Hindi ko masabi na oo tama yan, hindi ko rin masabi na hindi. Pagka may collector talagang may problema. And as a matter of fact ang pagkakaalam ko, karamihan dito, hindi naman lahat, pero karamihan dito sa franchise holders ng STL yung mga jueteng collectors nila ang ginamit nila.

Q: kung may suspicion na jueteng lord, hindi na sya payagan na mag franchise...

SP Sotto: Well kung based lang sa rumor, mahirap eh kailangan merong ebidensya siguro. Again, to be able to answer that, the best way is to make sure that they scrutinize. PCSO scrutinizes all the awards of franchises and other permits that they give out.

Q: illegal daw pagpapasara, pag cancel ng STL franchises kasi walang due process...

SP Sotto: If they think it's illegal, there are proper courts to go to. Pero ako kung ako tatanungin, yung franchise, mga franchise na binibigay sa kanila, kung ang gobyerno nagbigay ng franchise, pwede rin nilang bawiin yan. Sa amin lahat ng franchise dito na dumadaan sa amin dito, isang resolution lang cancelled.

SP Sotto: Wala akong nakikitang illegal dun. If they think there is, then there are proper courts that are open.

On Divorce/Annulment

Q: Sen. Poe nagbago position on divorce bill...

SP Sotto: If you notice yung mga babae ang payag ano, kaagad di ba? Yung mga lalaki, hindi naman sa ayaw, kung hindi palagay ko karamihan gusto munang pag-aralan. Dahil, in my case, I'd rather not to speak for them. Ang sa akin gusto kong pag-usapan, magkaroon ng magandang debate dito sapagkat meron silang sinasabi na mas mabuti ito kesa sa present annulment which is allowed here in the country... So pakinggan natin, pag-aralan natin.

Q: SP Sotto: Hindi ko kabisado 'yung US style. 'Di pa ako nadidivorse noon... (laughter). As I said dapat hintayin muna natin 'yung debate. Pero kung superficial lang 'yung tanong mo and it does not necessarily ask me to come out with my opinion already... mahirap talaga i-reconcile 'yung irreconcilable differences. Irreconcilable na nga eh. Mayroon kami dati sana na pagaaral, 'yung ipopropose sana namin na pag-aaral nila doon sa maghe-hearing sa divorce na paluwagin 'yung laws on annulment. Gawin natin mura, tapos 'yung grounds for annulment di ganoon ka higpit, tapos hindi ganoon katagal. At alisin na 'yung pagkikialam ng SolGen. Karamihan hindi natin alam na may solicitor general pala doon sa annulment. My wife naman is open-minded lang, hindi pa siya totally in favor. Kung iga-gauge ko lang sabi ko 70-30 lang. Kasi the way I hear her, she's echoing what my two daughters are saying. They were not trying to convince me, they were just trying to give me the benefits of having a divorce bill or law in the country rather than the present annulment. Q: Considering na yung iba katulad ni Sen. Grace Poe medyo na nakumbinsi na na u-mokey, ikaw sir ano makakapagkumbinsi sa inyo na umokey din?

SP Sotto: Siguro I'll wait until the debates are ano... this is the first time that I will be involved in this debates kasi. Unlike the issue on death penalty, I've been in the debate on the re-imposition of the death penalty since 1992. Yun kabisado ko yun, kabisado ko ang pros and cons nun. Madaling makita kung saang side ka talaga. Pero doon sa issue ng divorce ngayon lang talaga pag-uusapan ito sa Senate as far as I know. So mahirap mag bigay ng komentaryo.

Q: Malaking factor ba yung church or religion on deciding whether to support or not the divorce bill.

SP Sotto: Hindi malaking factor, isang factor siguro yung religion. Isang factor din yung sinasabi ng mga kababayan natin, and then ang pinakamalaking factor ay yung kunsensiya mo. kaya magandang pakinggan ang pros and cons.

Q: Pero sir sa ngayon sa tingin mo may numbers ba dito sa Senate to pass it?

SP Sotto: Tough question. I cannot answer. Hindi namin napapag-usapan eh. You know what, pagbibigyan ko kayo sa gusto ninyo, pakikiramdaman ko, aalamin ko, sasabihin ko sa inyo kung may lusot, tagilid o squeaker katulad ng death penalty.

Q: You do not see it passing anytime?

SP Sotto: Yung divorce law? Mahirap yun medyo mahabang debate yun.

Q: Former DOH Sec. Garin gusting ibalik yung dengvaxia para daw i-address yung dengue cases.

SP Sotto: Let's study muna the report on dengvaxia, tignan muna natin.

Q: Sir sinisilip din yung appointment na naman ng panibagong retired officers. Masyado na daw napapaligiran ng mga sudnalo si President sabi ni Sen Gordon.. Dangerous daw. Do you also observe the same thing na parang nagiging prone siya sa possible coup?

SP Sotto: I respect the opinion of my colleagues but ang perspective ko kase kung ikaw President meron kang gustong gawin o ginagawa mo at ikaw naman ay wala kang bina-violate na mga batas. Eh siya ang Presidente, edi mag-presidente ka gawin mo ang gusto mo. Kung ikaw ang presidente gawin mo ang gusto mo, eh siya ang presidente. So as long as there is nothing illegal in his appointments and there are no signs of corruption, that is his prerogative.

Q: Dangerous daw kasi sir dahil baka ma-enganyo yung military. Maiisip nila na pwede pala kaming mamuno na lang...

SP Sotto: They are no longer part of the military kung tutuusin. Baka may perspective si Presidente na ganun eh. Kaya nga yung 87 Constitution malinaw na gusto nila civilian in character ang pulis eh. So itong mga military officers, when they reach the age of 56 ang babata pa, maraming natutunan, maraming experience, siguro may perspective siya na pakikinabangan yun. And then I would just reiterate, I respect the opinion of my colleagues, but I also respect the prerogative of the President.

Q: Baseless yung fear?

SP Sotto: Hindi naman, depends on your opinion na. Depende sa opinion mo.

Q: Ang suggestion niya sir na magkaroon ng gap ng 3 years after retirement, palipasin ng 3 years bago bigyan ng gov't position.

SP Sotto: Hindi ko naman nai-iisip pa yun.

Q: Para wala nang clout, walang influence dun sa military? Sa dating tauhan.

SP Sotto: Hindi siguro.

Q: Far-fetched ba yun?

SP Sotto: Oo ako I am not worried about that at all.

Q: Sir these days maraming nag rereklamong mga vendors, yung mga naalis sa mga areas nila apparently maraming local officials ngayon ang unprepared, forced to good na to demolish, dismantle the stalls and then wala silang contingency plan.

Sp Sotto: This is a very difficult balance. Meron mga naapektuhan dito sa ginagawang sipag nung mga mayors ngayon. Pero merong malaking sector ang nakikinabang dahil hindi sila naabala, hindi sila naabala sa trabaho nila, hindi sila napeperwisyo sa mga pag-aari ng gobyerno, yung mga ganun. So really it's a difficult balance. Perhaps what local government officials or units should do is take care of those who are going to be affected or being affected. Yun na lang.
