Gordon exposes rank abuse in the Olongapo City gov't's plantilla

Senator Richard J. Gordon has exposed the rank abuse practiced in the plantilla of employees at the city hall of Olongapo City.

Documents reaching Gordon showed that there are people employed in the city hall, particularly in the Office of the Mayor, who are grossly overpaid but are not really qualified for their positions.

"This is rank abuse! It is really unfair, indecent and scandalous. Habang ang ibang empleyado ay nagpapakahirap na magtrabaho, may mga taong napakalalaki ng mga sweldo pero ang qualification lang nila ay dahil anak sila ni Mayor, kamag-anak ni Mayor o kaibigan ni Mayor. Kailangan bang ganun kalaki ang ibayad sa kanila, habang yung ibang nagpapakahirap magtrabaho o matagal na sa city hall, ang liliit ng sweldo?" he said.

The documents showed that among those occupying high positions under the plantilla of the Office of the Mayor includes Mayor Rolen Paulino's eldest son Robert Reginald, Executive Assistant V, Salary Grade 24 with a salary of P86,151/month or P1,206,114 / year with 13th and 14th month bonus; daughter Crizzabelle Marie Paulino, Exec. Assist III, SG 20 with P 51,155/month or P716,170/year with 13th and 14th mo.; his brother Roldan Pascubillo, Exec. Assist. II, SG 17 with P36,942/month or P517,188/year with 13th and 14th mo.; his driver Joel Casals, Exec. Assist. III, SG 19 with P46,759/month or P654,626/year with 13th and 14th mo.; Pantaleon Besas, Exec. Assist. V, SG 22 with P 71,983/mo. or P1,007,762/year with 13th and 14th mo.; his social media writer Anthony Bayarong, Exec. Assist. IV, SG 22 with P65,319/mo. or P914,466/year with 13th and 14th mo.; David Bayarong, Sr. Admin. Assist. V, SG 18 with P40,637/month or P568,918/year with 13th and 14th mo.; and Elein C. Bayarong, Sr. Tourism Ofcr. III, SG 15 with P30,531/month or P427,434/year with 13th and 14th mo., among others.

The same documents showed that under the plantilla of the City Councilors' Office, councilors like Alruela M. Bundang-Ortiz, get P88,420/month or P1,755,698/year with 13th and 14th mo. Her sons are also employed by the city council, they are Robert Aldrin B. Ortiz, Sr. Admin. Assist. IV with a salary of P30,044/month or P476,000 / year with 13th and 14th mo. and Randrei Agassi B. Ortiz, Admin. Assist. V, with P19,853/month P298,578/year salary with 13th and 14th mo.

Gordon noted that the almost P6.5-million for the salaries of the above-named personnel and five other administrative assistants that the city government pays would be better used if allotted instead for the salaries of additional doctors, nurses and teachers.

"Ang ospital, walo lang ang doctor, sa edukasyon walang budget. Diyan mo makikita na mas prayoridad ng city government ang sweldo ng ilang tao nila kesa sa kalusugan at edukasyon ng mga tao. Ilang doktor, ilang nurse, ilang teacher ang pwedeng maswelduhan dun sa ibinabayad sa kanila? Kung kumuha sila ng dagdag na mga pulis, hindi sana No. 6 na lang ang Olongapo sa peace and order," he said.

For government nurses, a Nurse 1 gets a salary of P19,620/month; Nurse II gets P 27,755/month; and Nursing Attendant gets P 12,927/month. For public school teachers, Teacher I is paid P20,179/month; Teacher II, P 22,149/month; and Teacher III, P 24,224/month. Meanwhile for policemen, Police Officer I gets P29, 668/month; Police Officer II, P 30,531/month; and Police Officer III, P 40,637/month.
