TRANSCRIPT OF KAPIHAN SA SENADO WITH SEN. FRANCIS PANGILINAN

Q: Si Speaker filed a resolution for separate voting of Senate and House of Representatives, pero mukhang skeptical pa kayo tungkol dito?

SFNP: Well, maganda 'yan. Maliwanag sa kanila na ang posisyon ay sumasang-ayon sa posisyon ng ating Senado na kung magkaroon man ng Constituent Assembly, ay hindi maaaring voting jointly. Dapat 'yan voting separately. Ang ating concern lang ay walang makakapigil sa sinumang kongresista kapag kami ay nag-debate na, na pumunta sa Korte Suprema at sabihin, base sa Saligang Batas, dapat voting jointly ang Con-Ass. Eh pagka ganoon ang nangyari, at nagpasya ang Korte Suprema, magkakalintik-lintik na, ika nga. So we have to remain vigilant and we have to remain, sabihin na natin, hindi dapat minamadali. Q: According to Senate President Sotto, oras na ma-transmit dito sa Senado 'yung resolution ni Speaker Arroyo, ire-refer 'yun sa inyong committee, 'yun ba yung iko-consider ninyo sa committee report na isa-submit ng constitutional amendments committee?

SFNP: Kasama syempre, that would be part of the annexes, dahil nga apat 'yung tinanong natin sa ating mga hearing sa mga kasama natin doon. Number one, dapat bang mag-cha-cha, oo o hindi? Number two, kung oo, ano'ng klaseng proseso, con-ass ba o con-con? Tapos number three, kung kinakailangan ng cha-cha, ano ang mga dapat baguhin sa ating Saligang Batas at ang ika-apat, ay, well, may plenary powers ba ang con-com na kung pupwede bang pigilin halimbawa 'yung Constitutional Convention, 'yun din ay kasama na 'yung resolusyon na yun na voting separately na con-ass, isasama natin doon sa magiging final output ng komite.

Q: Sir, ano ba 'yung status sa inyong committee, any plan to terminate the committee hearing at magsimula nang gumawa ng committee report?

SFNP: Well actually, mayroong working draft para hindi naman tayo naaantala pero hindi pa nafa-finalize 'yan. At patuloy pa rin ang consultation sa ating mga kasamahan sa Senado. In fact, nung huling all-Senators' caucus, tinalakay talaga itong magiging susunod na mga hakbang sa Charter change at sinabi sa atin na tuloy-tuloy lang ang ating mga hearing. And so, iyan ang ating gagawin.

Q: So how many more hearings and when do you intend to submit 'yung committee report?

SFNP: We're looking at maybe October dahil two weeks ago lang natin nakuha 'yung con-com constitutional draft. Hinihintay pa natin 'yung kanilang, sabi nila magsusumite sila ng memoranda dun sa mga katanungan na nangyari doon sa hearing dahil may mga kwestyon nga doon sa kapangyarihan ng mga federal states. Sila ba ay pwedeng--sabi nga, tinanong, ibig sabihin dito sa mungkahi, eh pupwede daw mag-abolish ng mga munisipyo at lalawigan, tapos 'yung transitional committee. So maraming katanungan na kinakailangan iliwanag. Nangako naman 'yung Puno committee na sila'y magsa-submit ng kanilang sagot.

Q: Possible po ba na ang maging recommendation ng inyong committee ay hindi kailangan ang cha-cha sa ngayon?

SFNP: Posible 'yun. Posible 'yun lalo't napakalaki ng statement at napakabigat nung nabanggit nung ating mga economic managers kahapon. Mabibigat 'yung mga salita eh. Mayroong 'impyerno', of course in English, mayroong 'bangungot', 'di ba? Hindi na kami sa oposisyon 'yan. Sila na ang gumagamit nung treminong 'bangungot', 'impyerno', 'kalituhan', eh pagka ganyan ang bitiw na salita, eh ba't natin mamadaliin ito?

Q: So, sir sa next hearing, do you have any plan to invite 'yung mga economic managers na nagsalita nang ganoon tungkol sa federalism?

SFNP: Pag-aaralan natin. On record naman 'yun sa hearing kahapon. We can also just request for the transcripts and include it as annexes sa ating committee report. Unless, others in the committee gustong i-suggest na sila'y humarap, then we will evaluate.

Q: Clarification, you mentioned your concern about there being nothing to stop a congressman from going to the SC to call for joint voting. Given that sentiment, may paraan pa ba para maging trustworthy 'yung con-ass process for the Senate?

SFNP: (Jokingly) Habang may buhay may pag-asa. Pero right now, kung tatanungin iyon, ano na ang cha-cha sa Senado? Siguro naka-life support. Kahit nasa ICU na eh nagkakamilagro, so abangan na lang. Basta sa atin, ang importante, hindi minamadali, at hindi dapat pinipilit itong 'bago ng May 2019 elections'.

Q: [INAUDIBLE]

SFNP: 'Yun na nga, may milagrong pwedeng mangyari. Pero mahihirapan at this time. Precisely, and that's why, bakit kinakailangan bago mag-eleksyon ng May 2019? Kasama 'yan doon sa mga tinalakay noong naghi-hearing tayo. Bakit hindi na lang after May 2019 na bumuo ng mag-a-ano ng con-con para magkaroon ng separate na halalan? Para mabusisi nang husto ang revision ng ating Saligang Batas. So ito ang mga counter-questions or other questions in terms of ano ba ang pinakamagandang proseso sa charter change?

Q: Sir, isa bang factor kung bakit hindi trustworthy ang House para sa con-ass is because of Speaker GMA 'yung namumuno sa kanila?

SFNP: Well, there are many considerations. But even before GMA became Speaker, it was already a concern among many of the senators.

Q: Sir, sabi ni Senator Ping Lacson, parang 'yung cha-cha para sa federalism is dead na parang hinihintay na lang na i-cremate. Para sa inyo as chairman of Senate Committee on Constitutional Amendments, yun na ba 'yung status dito sa Senate on cha-cha?

SFNP: It is on life-support.

Q: So may buhay pa. Hindi pa patay.

SFNP: At 'yung kampanya parang brain-dead.

Q: ...Is it safe to say na if ever man i-recommend 'yung cha-cha, you're leaning towards 'yung con-con?

SFNP: I am leaning towards not answering your question at this time. Ayokong pangunahan 'yung ating proseso.

Q: Pero sir, naka-ilang committee hearing na. Ano 'yung nakikita niyo doon?

SFNP: Well gusto ko busisiin 'yung mga posisyon nung economic managers eh. So kasama 'yun dapat sa report. So we are really in the process of putting together that report. To argue for or against, 'di ba? Kailangan marami tayong basehan na konkreto, mas maganda.

Q: Sir, 'yung clarification lang. Kasi you were saying nasa life-support system na 'yung cha-cha. First question, are you speaking for the minority bloc or do you have the headcount? And the second question is that setting aside cha-cha--

SFNP: Nauna nang--well, doon sa unang question just immediately, I was responding to the question wherein Senator Ping Lacson's comment was raised. He's not with the minority. So this more or less, there is a growing consensus regarding not rushing charter change under the current situation.

Q: Pero si Albano kasi, ang sabi niya si Lacson is not the Senate.

SFNP: That's true. Neither am I. But I'm in the minority, he's in the majority so parang kung baga sa ano eh, magaling ka sa math, medyo makukuha mo.

Q: Pero may headcount ka, sir?

SFNP: Wala pa. Wala pa. I don't want to do headcounts. But I guess you can do headcounts on the basis of the statements already mentioned and already publicly stated by our senators. Senator Poe expressed concerns about it, Senator Lacson, myself, Senator Recto. So you can say that it is bipartisan. And therefore, hindi siya malaking balakid sa usapin ng pagmamadaliin or pipilitin itong charter change.

Q: Setting aside cha-cha, do you not trust the words of Speaker GMA that she is in favor of voting separately?

SFNP: Well, like I've said, can she speak for all congressmen? I don't think so. I don't think she will also be able to say that categorically that I speak on behalf of all congressmen. But precisely, I am saying that because nothing can stop any congressman who is a member of the constituent assembly to insist that it should be voting jointly and bring the matter to the Supreme Court.

Q: Pero being a former president, can she not wield power and influence over the members of Congress in the House of Representatives?

SFNP: You should ask her. That question should be addressed to her.

Q: Sir, after niyo pag-aralan 'yung sinumite na proposed federal constitution ng Puno Commission, acceptable ba sa inyo o marami kayong nakitang provisions na medyo vague or unacceptable?

SFNP: Well, una 'yung saan kukunin 'yung panggastos doon sa panibagong federal state. Dahil ang sinabi doon sa PIDS, 55 billion. Ngayon kahapon sinabi 130 billion. Eh ang TRAIN Law 1 nga ang total tax take noon ay 110 billion. So 'yung 55 billion na sinasabi nila, sobra pa kung ang economic managers numbers ang gagamitin natin, saan natin kukunin ang ganoong klase ng halaga? Obviously either uutangin natin 'yun or magdadagdag tayo ng buwis dahil 'yung TRAIN 1 nga lang 110+ billion eh. So 'yung kanilang figures eh 130 billion. So therefore, we will either borrow money to fund that or we will impose more taxes to raise that. Eh ngayon pa lang umaaray na ang ating mga kababayan sa TRAIN 1 eh. So, 'yun ang dilemma diyan. That's one. How much is it gonna cost? Two, 'yung transition committee is, para siyang junta eh kasi appointed by the president. It has executive, legislative, judicial powers. Kasi pending the final federal structure, they have the power to re-organize, to hire and fire, and to settle disputes. So lahat nung issue tungkol sa federal restructuring, doon sa transition committee na appointed ng Pangulo na ni hindi nga natin kilala kung sino pa 'yan pero sa kanila ibibigay 'yung detalyadong pagbabalangkas nung istruktura. So parang, 'sige, federalism tayo pero bahala na si Batman.' Eh ganoon ba ang dapat mangyari sa bansa natin? Ganoon ba ang masinop at responsableng pamumuno at pamamahala na isang transition committee na lamang ang siyang bibigyan natin ng kapangyarihan na hindi natin kilala kung sino ito at hindi natin alam ang kaliwanagan nung magiging istruktura na 'yan. So iyon ang ilang mga concerns natin. Although of course, if I may say, these are all proposals. Ultimately kung constituent assembly ang kapangyarihan talaga eh pwedeng isantabi lahat 'yan ng House at ng Senate, magmungkahi ng ibang mga proposals. Pwedeng parliamentary, unicameral, so these are proposals na nasa atin ngayon kaya dapat mabusisi nang husto.

Q: [INAUDIBLE]

SFNP: Well, out of courtesy, syempre we are a co-equal body sa House and the Senate, so out of courtesy, of course, we have no problems sitting down with them and hearing them out.

Q: [INAUDIBLE]

SFNP: We will have our base, we will have our timetable. It may not be necessarily be in agreement with what the House will propose.

Q: [INAUDIBLE]

SFNP: Definitely kasi--October ang filing, so pretty much election fever na 'yan. So kinikilatis ng bawat botante 'yung mga kumakandidato. 'Yun ngayon 'yung binubusisi. Tapos, ten months from today, eleksyon na. Saan mo ngayon ipapasok 'yung debate charter change at 'yung kampanya para makumbinsi 'yung taumbayan tungkol sa pagiging bakit dapat suportahan 'yung mga mungkahi sa loob nitong sampung buwan na ito, hindi ba? Na nalaman din natin kahapon napakatindi ng implikasyon sa ating ekonomiya base sa mga nabanggit nina Secretary Pernia at Secretary Dominguez. So bakit natin pupwersahin?

Q: [INAUDIBLE]

SFNP: 'You mean to say, kung magkaroon ng charter change after the elections? Ah, you will have to ask the new Congress dahil iba na 'yung composition by then. But for me, to rush it now, 'di ba, and force the issue of a federal form of government to be in place by next year, I think is unwise, terribly unwise.

Q: [INAUDIBLE]

SFNP: Baka naman magtampo naman 'yung mga Senador nauuna pa yung media sa mga Senador na malaman ang iyong working... So I will beg your indulgence. I think I owe it to the members of the Committee that the details should be first relayed to them.

Q: Before Jam, Sir, after nung controversial na campaign video na inupload nitong si ASec Mocha Uson, sinabi naman ngayon ni Secretary Andanar na kino-consider nila na magrelease ng jingle to promote Federalism na mas easy daw to memorize. Maidadaan ba sa jingle ang kampanya sa Federalism?

SFNP: Well. Sana. Sana. Hindi naman ito parang eleksyon ng mga kandidato 'no. Mas basic ito na draft document na kinakailangang matalakay sa mga forum. So it may be an aid, it may hold somehow. But I think wala pa ring maaaring pumalit sa masusing diskusyon at debate ng magkabilang panig sa isang proseso na bukas para sa lahat. Hindi rin dapat yung hakutin sa isang gymnasium, tapos biglang pipicturan, sasabihin pabor lahat sa pederalismo diba. I think nothing replaces in terms of being able to ensure that there is an intelligent discussion. You know, debates by experts coming from various sectors in an open and transparent process. And that's what the committee has been trying to do since we took over as Chairman until today. We have always maintained that it must be open, it has to be transparent. All sides must be given the opportunity to speak para mas maliliwanagan ang mga kababayan natin. Walang pwedeng substitute doon sa usapin ng kampanya para mapalalim ang pag-unawa ng ating mga kababayan sa usapin ng charter change.

Q: Sir, okay lang ba na meron 90 million na agad na inallocate para sa information dissemination regarding federalism?

SFNP: Alam mo, alam ko diyan hindi lang 90 million yan dahil dalawang taon na nilang kinakampanya ang pederalismo. Sino ba yung nasa Baguio rito sa mga reporter? Naaalala mo may nagsabi roon, tinatanong doon, si Koko na nakaka-apat na raw silang seminar ng pederalismo at doon sa apat na iyon iba-iba yung mungkahi. So tinatanong nila, ano ba talaga iyong mungkahing pederalismo? Apat na seminar, sinong gumastos dun? Magkano iyon?

Q: Wala bang accounting?

SFNP: Well, precisely, that should be one issue that is to be raised. And it has been raised to some of the Senators. Itong 90 million, saan ba gagastusin ito? At magkano na ba ang ginastos nitong nakaraang dalawang taon? Tapos pag titingnan natin iyon -- tapos anong resulta? The latest surveys -- 67% kontra. So anong... So yes, that is a concern.

Q: Sir, good morning. So aside from the criticisms po na nakita natin sa draft, what good points naman po did we find? If meron po.

SFNP: Well yung. Pero hilaw eh. Yung Anti-Dynasty provision. Kaso may exemption di ba? So, sana walang exemption. So yun. I find that welcome. Yung Anti-Dynasty provision. Meron ding provisions on Anti-Turncoatism. Ibig sabihin yung political butterflies, yung palipat-lipat, iyon maganda rin iyon. At least those two. In terms of electoral reform and political party reform, which is very important. Kung magkaroon ng mas magandang proseso ng politika at political maturity sa ating bansa.

Q: [INAUDIBLE] ON ANTI POLITICAL DYNASTY IN THE DRAFT CONSTITUTION

SFNP: Yeah, that's his position. And I can understand because, I do not agree with it, but right now, almost 80% kasi ng nasa Congress are in fact political dynasties. More than 80% of Governors are political dynasties. Over 70% of Mayors are in political dynasties. So I cannot -- I understand where he is coming from. But of course I disagree.

Q: [INAUDIBLE] ON FOUR SUPREME COURTS IN THE DRAFT CONSTITUTION

SFNP: Saka hindi lang Supreme Court ha. Pati yung State Supreme Court, apat din. I think they patterned it after Germany. But medyo bureaucratic eh. And ako, the uncertainty of it all di ba? The shift to that kind of system of justice will create a lot of uncertainty. Eh alam mo naman ang mga negosyante at mga investments, pagka mayroong malaki ang risks or there is so much uncertainty, hindi mamumuhunan iyan. So yung investment climate will be dampened. And that will affect the overall trajectory of our economy na up to now is still, by and large, still good. So iyon ang concern natin diyan. Parang masyadong bureaucratic yung apat na Supreme Court. May mga nagbiro nga na siguro dapat apat din ang Speaker of the House at saka apat din yung Senate President for Administrative Affairs. Senate President for Political. But that's my concern. It's bureaucratic, one. And two, it is really a radical move away from the current setup but medyo wary ako sa uncertainty that it will create.

Q: Senator, balak mag-issue ni President ng Executive Order daw para i-lower yung tariff ng bigas and other agricultural products. Ano ang take nyo roon, di ba, baka bumaha iyong mga imported agri products, matatali yung local farmers?

SFNP: Well sinabi naman nila it's a temporary measure. I'm concerned about whether kung gagawing zero. Dahil iyon medyo... Kasi right now if I got it right, 15% ang meat. 20% ang poultry -- I'm not sure no. Tapos gagawing 5 or 0. Meron pang proposal na zero yata sa House.

Q: So pano yun Sir, pano nyo, how temporary is temporary, di ba dapat may clarification kung gano to tatagal? How do you...

SFNP: Because you don't want. Precisely, ayaw mong...Yes, bababa ang presyo. Yes, dadami ang imported produce. Pero di naman makabangon ang mga magsasaka dahil hindi nila kayang tapatan itong mga imported na mga produkto. So matinding balanse yan. At suporta sa ating mga magsasaka. Sa iba't ibang subsector ng agriculture industry.

Q: Sir pano yan, mukhang maglalabas na talaga ng Executive Order. So ano yung concerns ninyo?

SFNP: I think, again, sabi ko. Stop-gap yan. Kasi sabi nga nila, problema ng supply. Kaya dapat magpasok. Eh bakit ba kulang ang supply? Dahil hindi capacitated ang ating farmers. Dahil ang kanilang output mababa. Dahil ang suporta sa kanila ng gobyerno ay kulang pa rin. Dahil nananatili silang mahirap. Dahil tinatamaan sila ng peste. Tinatamaan sila ng bagyo. Itong nakaraang dalawang buwan, tuloy-tuloy ang bagyo. Biro mo, Hulyo lang, lima ang bagyo. Apektado ang tanim nyan. Apektado yung tanim naming gulay naubos eh.

ON INFLATION

Q: Pero iyon ba yung solusyon sir?

SFNP: No, no. I don't think... They want to address inflation. And part of addressing inflation precisely is to bring down the prices. Why is inflation there because prices are high. Why are prices high because supply is limited.

Q: Is it not because of the TRAIN Law?

SFNP: There are many factors. It's multi-factorial. TRAIN is, I believe, also one of them. The increase in prices of gasoline is also one of them because transport cost will increase. Handling of agricultural products will have to go through transporting. Dagdag ang gastos sa transport, tataas yung presyo ng produkto mo. Pati ang fertilizer. Which is petroleum based. Pag tumaas ang gasolina, pag tumaas ang petrolyo, tataas din ang fertilizer. So pati ang mga inputs mo tataas. So magmamahal. So stop-gap. Sige, pasok mo yung mura.

Pero ang strategic na dapat gawin ay bigyan ng suporta ang magsasaka para mapababa nya ang presyo nung kanyang produktong -- yung kanyang cost of production. Alam mo ang landed cost halimbawa ng bigas na imported galing Thailand, pagka binili natin yan. Impoted yan, dadalhin dito sa ating mga pier, ang landed cost dito anywhere between 15-20 pesos a kilo. Ganun ka-mura. Tapos, pag pinatungan... Pero ang 20 pesos, pag binenta mo na sa merkado, 44. 45. So saan ka nakakita ng ganun klaseng mark-up? Pinasok mo rito ng kinse, ang benta mo 45. More than a hundred percent yung mark-up mo. Ang laki nung kita. Bakit ganun? Bakit mura? Kasi may suporta ng gobyerno at ng pribadong sektor and production ng kanilang mga magsasaka. Na iyon din ang dapat nating gawin.

So strategically, while lowering the tariffs so that you can bring in cheap agricultural products to address inflation, in the long run, what you really need to address is greater supply. You have to increase your productivity. And increasing productivity is really focusing, if you ask me, on farmer's incomes. Paano umangat ang income ng farmer? Dahil kahit na sinong farmer, pagdalawang libo lang isang buwan ang kinikita sa sakahan, bakit sya magiging produktibong matindi? Ang gagawin na lang nya, magtatanim ng konti. Pampamilya at kumbaga pang-araw araw na gastusin lang. At yung iba, bakit ko tamtamnan iyong mga tiwangwang na lupa, eh pag binili sa akin binabarat ako. Tapos pagdating sa merkado times five na yung presyo dahil yung middleman, ang laki ng patong.

Support the farmer. Make him more productive. Increase production. Rather than relying on imports from other countries. Because dadating ang panahon, baka ayaw nang mag-export sa atin ng mga bansang ito -- ano nang mangyayari sa food security natin? To secure our food, importation is a stop-gap measure. But the strategic consideration really is to secure your farmers. So that they earn more, and that they are able to produce more.

Q: Sir, how about yung rice tariffication. Isa rin daw ito sa mitigating measure para naman ma-address itong problema sa mataas na presyo ng bigas. Do you think so sir?

SFNP: Well ako, may qualification ako diyan eh. Kasi hindi talaga tayo sufficient at this time. And rice sufficiency is, again, a function of support for your farmers to be able to yield more. Produce at less cost and yielding more. So pagka tinarify mo yung bigas, kasi may nag-iimport tayo 35% yan, dapat iyong halaga na yan na pinataw at kinolekta, dapat mabalik sa mga support services for our farmers. So that they can be able to produce more. Anong ibig sabihin noong produce more? Anong ibig sabihin ng ano para sa mga magsasaka? For example, bakit hindi natin bigyan ng kapasidad iyong mga farmers na sa halip na ibenta nila ng palay na 17 pesos a kilo, bakit hindi nila bigyan ng kapasidad na makapagmill at pag na-mill, doble na ang benta. Doble na ang kikitain.

Palay is 17 to 21 pesos. Pag na-mill yan, ang matitira jan 60% bigas. Doble ngayon ang benta mo. 24 hanggang isang kilo, hanggang 36 pesos isang kilo depende sa halaga kung 40 pesos a kilo. So bakit tayo hanggang palay lang? Bakit hindi natin bigyan ng kapasidad yung farmer na makapagmill para mabenta nya ng bigas na mas mataas iyong kita nya. That's exactly what has to be done. Iyong tarrification dapat pondo... Iyon nga lang ang problema dyan dapat mabantayan dahil ang ating karanasan sa pondong pang-agrikultura ay yung Napoles fund na dapat sana napunta sa mga organisasyon ng magsasaka pero nahuli pa.

Q: Sir good morning. Related pa rin po sa mga tanong nila regarding dun sa inflation, nasabi naman na po na meron kayong break para bigyan ng time si President to execute an EO para iresolba po yung inflation. And sa dami po ng nire-raise na mga reklamo ng masa, maco-consider po ba natin na ang gobyerno ngayon ay nasa panic mode sa pagharap dito sa inflation problem natin?

SFNP: Well hindi ko naman masasabing panic mode kasi wala naman akong personal na information or knowledge kung ano yung kanilang pakiramdam. Pero hindi biro iyong 5.7% inflation. That is more than about... Nagquadruple na ang inflation in the last two years. From 1.6 ba yun ay mag 5.7 na. So talagang ang tao, mararamdaman na yan. So naghahanap sila ng paraan para matugunan ito. Mataas na presyo ng gasolina. Tumataas ang presyo ng petrolyo. Tapos nagkaroon ng TRAIN. Tapos yung US Federal [Reserve System], eh nag-increase sila na kanilang interest rates. Apektado lahat yan. So pati tayo pressured talaga. And therefore, dahil nga dito, pumapalo na ng 5.7... Na-mismanage rin actually yung rice supply natin. The prices of rice actually have an effect on other food goods. Pag mataas ang presyo ng bigas, ang tendency ng ibang pagkain tumataas din. Para siyang driver. Driver sya ng inflation. At pag tumaas ang presyo ng bigas, ang resulta nyan ay gutom. Dahil lalo na sa ating mga kababayang mahihirap, 70% ng kanilang gastusin ay pagkain. Pero doon sa pagkain na 70%, 30% ay sa bigas. So pagka tumaas ang presyo ng bigas, hindi na sya kakain ng tatlong beses sa isang araw. Lalo na yung mga mahihirap. So iyon ang challenge. Nung namis-manage ang supply ng bigas sa ating bansa, tumaas ang presyo ng bigas, naging inflationary sya, hinila ngayon ang presyo ng ibang produktong agrikultura.

Q: Sir minsan farmers are sometimes taking advantage of... Kasi may mga imported products na mas mura kesa sa Pinoy products. So consumers would also buy foreign agricultural products kasi walang masyado raw ani sabi ng mga local farmers that's why...

SFNP: Hindi. Actually hindi 'yung farmers sa totoo lang. It's the whole supply chain. Buti sana kung nakakabenta nang mataas 'yung farmer. Masaya sila no? Pero ultimately, kapag mahina ang suporta sa farmer, mahina ang ani. Law of supply and demand. Kapag tinamaan ng bagyo ang Baguio o frost, bawas ang ani, tataas ang presyo. Tapos 'yung middleman pa.

In fact, may study ang University of Benguet, na 'yung produktong na-harvest ng farmer, 'pag dumating na sa lamesa, nawala na 'yung 67%. Kasi nga sa poor handling, walang post-harvest facility, nabubulok. Pagdating doon sa mesa, 33% na lang.

So how do you address that? You really have to spend on, the government and the private sector has to invest on the supply chain infrastructure. Can you imagine kung 'yung 67% na 'yun ay napreserve? Halimbawa 'yung 67% nung broccoli, napreserve, eh 'di mas maraming broccoli ang aabot sa ating merkado pag dating dito sa Maynila. Kapag mas maraming broccoli, mas mura. Eh yung nangyayari 'yung broccoli mo 'pag dating sa Maynila eh 33% na lang, 67% tapon! Eh di konti. Dahil konti, eh di mamahal. Pero kung maganda 'yung supply chain mo, mabebenta niya nang maayos, sorry ah. 'Yan kasi ang aking... (laughter).

Halimbawa sibuyas: ang sibuyas kapag may cold storage ka, hanggang 9 months pwede mong i-preserve at hanapan ng buyer. 'Pag wala kang cold storage isang buwan pa lang, bulok na. So ang farmers kapag walang access sa cold storage, pwersado siyang ibenta sa loob nang dalawa o tatlong linggo kahit na palugi kasi mabubulukan siya eh. Pero kapag may cold storage siya, siyam na buwan! Maghahanap siya kung sino ang pwedeng pagbentahan 'pag maganda presyo. Bakit mahalaga 'yon? Syempre kapag siyam na buwan mo nakolekta, hindi siya nabubulok, maraming supply, bababa ang presyo. Ang labanan ngayon ng farmer, bulto na, bulk na. Kumbaga, pakyaw, maramihan. Mababa ang presyo pero maramihan. Lahat tayo makikinabang. Malaki ang benta niya dahil maliit man ang halaga, malaki na rin yung kita kasi tone-tonelada na ang supply, ang presyo, mura.

Q: ON COA REPORT ON THE 5.1B NFA BUDGET TO STABILIZE RICE PRICES AND SUPPLY

SFNP: 'Yang 5.1 billion na 'yan binibili ng NFA yung palay sa farmer. That is part of their buffer stocking. Kasi ang gagawin nung NFA, 'pagbili nung palay, imi-mill pa 'yan at isasama niya sa kaniyang buffer stock. Ang requirement ng LEDAC, during the lean months, dapat 30 days ang buffer stock mo pero during the non-lean months which is October to May, dapat 15 days. Ang 15-day buffer stock, ang ibig sabihin niyan, ay kung wala ka nang bigas sa buong Pilipinas, mayroon ka pang ring 15 days na kaya mong pakainin ang buong Pilipinas. 'Yung ang buffer stock.

Halimbawa tamaan tayo nang napakalaking lindol, hindi na matransport yung bigas from everywhere, government has 15 days to feed to the entire country. Kasi 31,000 metric tons of rice 'yan daily ang kailangan. 'Yung 5 billion na yan, binibili dapat 'yan ng NFA ng palay na may support price. Tapos imi-mill niya tapos ilalagay niya sa buffer stock niya. Eh hindi niya ginamit pati 'yon. Kaya kasama 'yon sa dahilan kung bakit dapat 'yung 15-day buffer stock ay nauwi sa dalawa. Kasi yan na rin yung allegation, they took their oaths sa committee ni Senator Villar on the issue of NFA rice, na binenta sa mga trader 'yung stocks ng NFA! Trader na hindi accredited retailer. Kasi 'yung isang accredited retailer sinabi na nakita na natin 'yung mga NFA rice, andun na sa mga retailer. Kami ngayon ang nakikipag negosasyon sa trader kasi napunta sa kanila 'yun NFA rice na nirerebag at binebentang commercial. Ang mandate kasi ng NFA sa mga retailers niya ay sell the NFA rice at P25 kung regular milled at P30 kung well-milled sa mga accredited retailers na nagbebenta sa mga palengke. There are I think over 4,000 accredied retailers sa buong Pilipinas. Sila naman, ibebenta nila at P27 at P32. May kita na sila doon. Kasi nga 'yun 'yung para mayroong murang bigas sa merkado para sa ating mga kababayan. Eh nawala lahat 'yun.

Mayroong tendency rin na dahil wala na 'yun, wala namang kumpetisyon, itataas ko na 'yung presyo ko dahil wala naming humihila pababa. Because they failed to buy palay and increase their buffer stock. Saka ang signal niyan, alam ng mga trader 'yan. "Ang NFA two days na lang ang buffer stock, 'wag muna tayong maglabas ng bigas natin. 'Wag muna. Bakit? Kasi kapag kulang ang supply ng bigas, tataas 'yan. 'Pag tumaas 'yan ng isa, dalawang piso a kilo, saka natin ilabas. Oh eh di kumita tayo ng dalawang piso." Kasi dapat kung may buffer stock ang NFA at nakita nilang gumagalaw pataas ang presyo, ilabas nila yung P27 a kilo, ilabas nila 'yung P32 a kilo, flood the market, at sasabihin ng mga trader, "Teka, dun pumupunta 'yung ating mamimimili, dun sa 27 at 32. Eh paano 'yung stocks natin? Ilabas na rin natin." Ganun ang prinsipyo nun kaya napaka kritikal nung buffer stocking. Eh kumbaga sa baril eh wala kang bala sa labanan, eh di tumaas nang tumaas ang presyo. Ang tanong doon, bakit pinayagang bumagsak sa ganung level ang buffer stock. Ang malungkot dun, iniimbestigahan ng Cab Sec 'yung NFA, ang nangyari 'yung tinanggal 'yung Cab Sec. Kung sino 'yung nag-iimbestiga, 'yun ang tinaggal.

Q: Where would the initiative come from?

SFNP: There are initiatives. In fairness, there are initiatives. The DTI for example has this effort to provide capacity building for our farmers. Actually, 'yung Go Negosyo Bill ni Senator Bam pa nung panahon na 'yun, si Secretary Mon Lopez was actually the Go Negosyo private sector proponent. So naging secretary siya ng DTI, tinuloy niya. Tama 'yun! So there are these initiatives wherein you provide support for our farmers, 'yung private sectors, yung farmers, nagtutulungan. 'Yung farmers binibigyan silang access to markets para naman 'yung farmers malayo na dun sa "isang kahig, isa tuka" at madala na sila doon sa farm enterprise management na kung tawagin. But that requires training, that requires access to capital, that requires support services. So mayroon namang mga support initiatives. Obviously kulang pa. Kulang pa. So that is one aspect. The DA should come in. The NFA should manage its affairs.

Q: With the impending tariffication, mayroon pang solution to help farmers?

SFNP: Yun na nga. Dapat i-allocate yung makokolekta sa tariff ng bigas sa support sa farmers so they can increase their productivity. Alam mo, 1. You shouldn't throw money at the problem. Okay? Although money is important, policy should be clear. How should we increase the incomes of our rice farmers? Which needs a comprehensive approach. We should teach them to diversify their crops. You know, the richest farmers, halimbawa dito sa San Jose City, Nueva Ecija, they're earning upto 10 or 12 times higher than what the average farmer is earning. But they have 3 crops. So in one year they have rice harvest, onion harvest, and corn harvest. At para mabawasan 'yung transport cost, during my time we were able to allocate for a refrigerated van. Dati gumagastos sila ng 15,000 to 17,000 pesos per trip nung kanilang sibuyas noong umuupa sila ng refrigerated van. Nung nakapag-allocate ng refrigerated van 'yung DA at 'yung aming tanggapan, eh 'di 'yung 15,000 to 17,000, eh they would do 20 trips, sa halip na lumabas ay naibalik nila sa kanilang organisasyon. So ganoong klaseng suporta ang dapat mga ginagawa at ito ay dapat sector-based: if it's rice, if it's vegetables, if it's coconut, mayroong ganoong klaseng arrangement.

Q: Can the Senate do something about the inflation problem or is it just limited to the administration's economic managers?

SFNP: Well, 'yung tariffication nga is pending. That could improve the rice situation in the country but it has to coincide with a greater support for our farmers so that tumaas ang income nila. Ito lang, lagi kong uulit-ulitin 'yon. Kapag ang farmer mo ay hindi capacitated, bagsak ang iyong supply at mahal ang iyong produkto. At lahat tayo apektado. So we really have to capacitate our farmers. And capacitating them means you do bench-marking. Magkano ang kinita ng mga farmer ngayon, and this is what Thailand, sa Vietnam, China, etc. We want to see in 5 years' time or by the end of the term of the President, that the farmers incomes will increase by 45% or 50%. Ganun ang labanan diyan. So other than that, 'yun yung tariffication, we have to go slow at busisiin nang husto itong TRAIN. And also kung dapat bang isuspend ang TRAIN 1. Pupwede rin 'yan kasi mayroon namang legislative powers to be able to do that.

Q: On bloggers tirades against VP Leni.

SFNP: Hindi ko na pinanood pero nakita ko 'yung post. We also have to have our efforts in terms of bringing out the truth. We are also going back to our supporters and help rebut itong mga fake news. Ultimately in the end kinakailangan mapagbantay ang ating mga kababayan. Hindi dapat nagpapadala sa mga paninira at fake news. Admittedly though, our resources aren't as plentiful ika nga, kumpara sa mga trolls na mukhang malaki ang budget. But in the end we just have to keep speaking up. Hindi tayo pwedeng manahimik. Hindi tayo pwedeng mawalan ng loob. Dapat labanan natin. Pero dapat ang paglaban natin ay dapat kung sila ay fake, dapat ang ilabas natin ay 'yung totoo.

Q: Legal actions?

SFNP: That is being explored and being considered so let us just wait. If I were the vice president, I would consider filing legal actions.

Q: Pwede na 'yung cyber libel?

SFNP: You know VP Leni has been vice president for more than two years. And she has been victimized repeatedly, regularly by these trolls. And she has kept her peace. Precisely because we respect the right to free speech. But syempre lahat may hangganan. So sana kapag siya ay kumilos na maunawaan din ng ating mga kababayan na kailangan din namang tayo ay may pananagutan sa ating mga bitiw na salita. Lalo na 'yung paninira at lalo na 'yung pananakot, walang puwang dapat sa isang demokrasya.

Q: As LP President, inadvise niyo na ba si VP Leni on any legal action?

SFNP: Hindi pa. Hindi pa kami nagka-usap tungkol diyan.

Q: On tariffication, mag-iissue na kasi ng EO. Wala ng public hearing.

SFNP: I understand that there would be public consultation. Ang information din na natatanggap namin ay a number of our stakeholders recognize this as a stop-gap measure. So kailangan lang balansehin at makita ito bilang temporary measure. Hindi dapat ito tingnan bilang isang solusyon, that this is a long-term solution. This is a temporary solution because inflation has quadrupled in the last two years so it has to be addressed. It should not be done so at the expense of our local farmers. There has to be also a support for our local farmers with the avalanche of imported products para hindi sila gaanong madehado.

Q: So dapat clear kung hanggang kailangan para klarong temporary?

SFNP: Yes. There has to be parameters. And there has to be a clear-cut addressing of how do we support our local farmers with the influx of all these imported goods.

Q: Update on the senatorial line-up of LP? SFNP: Patuloy ang ating paghahanap ng ating potential candidates. Mayroon tayong mga iba interesting prospects. We were able to sit down with former Chief Justice Sereno, although she has yet to make her decision. The coalition continues to meet. The Vice President has agreed, actually old news na ito, to head the effort to put up a strong opposition slate. And ganoon pa rin. So far ang ating mga names na nafo-float of course, Bam Aquino, Gary Alejano, Barry Gutierrez, Chel Diokno, Erin Tañada and Agot Isidro. And there are new names that are coming our way but pending our processing with the Vice President and our coalition partners, hindi na muna natin sasabihin.

Q: Sir, 'yung na-mention niyo, confirmed na 'yon?

SFNP: Yes.

Q: 'Yung mga names na 'yon.

SFNP: Well, si Agot ay, sabi niya she is still thinking about it and so we will wait for her decision.

Q: Timeline?

SFNP: The deadline is October 1 to 4, I understand. Although wala pa atang circular ang COMELEC kasi sila ang maglalabas nun. But last elections, first week of October so we are assuming, first week of October 'yun so we have to have our final list maybe two or three weeks before that.

Q: Sir, you sat down with CJ Sereno na, Sir. Ano pong sabi niya? Ano 'yung humahadlang bakit ayaw pa niya mag-decide? May conditions ba siya?

SFNP: Pinag-aaralan pa niya. Ang concern kasi niya is how can she strengthen NGOs or civil society groups. Parang ganoon. Pulitika nga ba ang kanyang dapat tuunan ng pansin o palalakasin niya 'yung mga different NGOs or civil society. Kasi noong kampanya, mukhang may mga tumutol doon sa kanyang ouster. Nag-organize ang maraming grupo na private sector so iniisip niya kung 'yun ba ang dapat palakasin at tulungan para magkaroon ng mas maganda, mas malakas na hanay or is it elections that she should participate in.

Q: [INAUDIBLE]

SFNP: Wala pang final doon, those are some of the names that are being considered pero nothing final yet. There are groups that have mentioned them but we have not finalized that. There is no final decision on their candidacies...on them being included in the slate. I haven't spoken to them but I have spoken to the groups endorsing them.

Q: Sir, after ng squabble sa PDP-Laban, ano ba 'to? Naging factor para mas lumakas ang opposition? Marami bang taga-LP na lumipat sa PDP-Laban--

SFNP: Well, sabi ni Napoleon, when your opponent is committing mistakes, you do not interrupt.

Q: Sir 'yung first question ko is about kay CJ Sereno, hindi ba niya na-raise 'yung concern na she might suffer the fate of De Lima in case na manalo siyang Senador?

SFNP: Hindi namin napag-usapan 'yon.

Q: Sir, 'yung second question is how do you balance your stand considering that your wife is close to President Duterte kasi parang in one of the interviews, sinabi niya na 'yung friendship started during the time of her father--

SFNP: Oo, because nag-abot silang ng Mayor.

Q: --tapos nasa opposition kayo, and then 'yung brother niya is running for Pasay Mayor pero PDP.

SFNP: Well, like I said, nagka-usap kami ni Chet, my brother-in-law, and we both accept na even in families, mayroon talagang iba ang political leanings. We agreed to disagree at respeto sa isa't isa. With respect to Sharon, tama 'yon. Naging malapit 'yung father-in-law ko at si then Mayor Duterte in the 90s. Late 80s actually. And early 90s kasi nagkasabay silang parehong mayor. Pero maliwanag rin naman, like I said, even with that friendship, I'd like to think I have continued to be critical of this administration and have spoken freely and openly on issues na I feel hindi tama. So sabi ko nga, tuloy ang ating trabaho sa oposisyon. Kinikilala lang natin, as far as my brother-in-law is concerned na we have political differences and I disagree with, of course, his political leanings but I will respect it.

Q: Sir, your belonging to the opposite political fence has never been an issue?

SFNP: Well, as long as there is respect and understanding, I don't think it's an issue. But i-qualify ko lang, si Sharon is not--she has said it, she is not a political person. She is not endorsing any political position. For her it's a friendship.

Q: Wala siyang attempt na kumbinsihin kayo na i-support itong present administration?

SFNP: 22 years na kaming kasal ni Sharon so magkakilala na kami. As long as, precisely, there is respect.

Q: But you never talk politics?

SFNP: We do. Mayroon kaming mga areas na nagkakasundo kami in terms of political issues, mayroon ding hindi.

Q: Pero hindi pinag-aawayan?

SFNP: Hindi. [JOKINGLY] Hindi ako outside the kulambo.

Q: Dahil wala nang gumagamit ng kulambo.

SFNP: At saka mind you, this is my third term. Pretty much, dalawang dekada na akong nasa pulitika at nasa public service. Kung baga, maaari siguro noong una, may mga ganoong konting...pero ngayon after two decades, it's already, kung baga, tumaas na nga ang kilay, alam mo na ang ibig mong sabihin.

Q: So hindi policy sa inyo, Sir, na kung nasaang panig ka, dapat doon din sumusuporta si Ate Shawie?

SFNP: Hindi, 'yung suporta niya sa akin, walang duda 'yon, bilang asawa.

Q: Pero bilang oppositionist?

SFNP: Respeto at suporta rin. Pagkilala na 'yan ang ating--parang siya, may pelikula siya, suporta. May concert siyang 40th, suporta, 'di ba?

Q: [INAUDIBLE]

SFNP: The incumbents will always be a force to reckon with so given na 'yan.

Q: Palalakasin ba nila (Hugpong ng Pagbabago) 'yung administration or pahihinain because parang nahahati niya...?

SFNP: Well, ang sa atin, sinuman 'yan, maghahanda kami. So more than focus on our opponents and what they are doing, we will focus on our efforts to strengthen our ranks.

Q: So makukumpleto niyo 'yung 12 slots?

SFNP: Not necessarily. It may be 12, it may be less. We are after quality.

Q: Wala bang from the admin na ngayon ay nagpapahiwatig sumama sa inyo, sir?

SFNP: Wala pa naman.

Q: But at the same time di niyo agad nasagot.

SFNP: 'Di ko kasi alam kung pahiwatig 'yun o hindi.

Q: Paalis?

SFNP: Wala naman.

Q: So 'yung kay Agot Isidro is sure na po?

SFNP: No, she said she will think about it but she is thinking about it.

Q: May banta si Digong, papatayin daw ang mga tiwaling pulis kung hindi ata umayos. Nagbanta siya. Ano ba 'yun? Lumalabas sa bibig niya 'yung talagang--

SFNP: Ang mahirap kasi hindi mo alam 'yung totoo o hindi totoo sa sinasabi ng pangulo minsan babawiin. Hintayin natin baka naman bawiin pa.

Q: Sir, 'di ba nag-file kayo ng resolution to look into--

SFNP: Yes, we have filed a resolution to look into the involvement of rogue policemen in many of these criminal acts and killings. It's a cause for concern. 'Yan ang hirap pagka, sabi ko nga, tumaas na ang sweldo, tumaas din ang involvement ng pang-aabuso ng mga pulis, na hindi tama. So we hope that the Senate will be able to look into this and provide necessary recommendations para matugunan ito at para ma-address ito.
