Transcript of Sen. Joel Villanueva's opening remarks during the Senate probe on Boracay woes

Isang mapagpalang hapon po sa ating lahat.

We are here to help. We are here because we care for this island especially our kababayans here. Alam niyo po masaya po dito sa Boracay dahil sa dami ng tao. Totoo naman pong hanggang ngayon, top tourist destination pa rin itong isla--ranked 7th among Asia's Top Islands in 2017 according to TripAdvisor.

Kaya hindi po bagay sa Boracay na maging malungkot. Boracay shouldn't be a sad island.

Binanggit po kanina ni Senator Loren Legarda yung mga batas, yung Clean Air Act of 1999, Ecological Solid Waste Management Act of 2000, pati na rin ang Philippine Clean Water Act of 2004. It is our duty in the Senate to ensure that we exercise our oversight functions. Kaya po nakakalungkot when we heard yung salita na "cesspool" na dinurugtong sa isla ng Boracay. Hindi lang po nakakalungkot 'yan, nakakatakot din. Ayaw po nating mamatay ang turismo dito dahil maraming mawawalan ng trabaho.

Last year, 2017, magkano po ang revenues dahil sa turismo ng Boracay? 56-B. Fifty-six billion pesos po.

Siyempre, gusto po natin ng turismo dahil gusto natin ng trabaho para sa ating mga kababayan.

But tourism that hurts our waters or kills mother nature is not worth it.

Nasaan na iyong CSR [Corporate Social Responsibility] ng mga establishments dito sa Boracay?

Kagabi po magkakasama kami nina Senator Nancy at Senator Migz. We went around the island at nakakalungkot po. Hindi kinakailangan na maging eksperto para malaman na may mga violations yung ating establishments na naririto.

Bakit santambak po yata ang mga violators dito ng Clean Water Act natin?

Sa datos po kasi, 2,600 ang bilang ng mga establishments dito, 834 ang nag-di-discharge ng waste water, pero 118 lang ang may discarge permit! Imagine, 716 po ang walang permit? Ang range po ng penalty d'yan, P10,000 to P200,000 kada araw, di po ba?

That is the main reason why this representation filed PS Resolution 646.

Kada turista, nagbabayad ng 75 pesos para sa environmental fee. Ilan po ang turista natin, foreign and local, nung 2017? 2M. Two million. All time high. That's 2 million times 75 pesos--150 million pesos. Saan po ba ginamit 'yan? Ang impression po, siyempre, kung may ganyang bayarin, malinis ang Boracay.

In 2015, the DENR made a study. Ang findings nila, napakataas ng lebel ng total coliform bacteria kung nasaan yung mga drainage system natin...47,460 mpn or most probable number per 100 ML (milimeter).

Lampas-lampas po sa safe level ng total coliform bacteria na 1,000 MPN per 100 ML para paliguan, makapag-swimming. Eh 'san po ba nanggagaling yang coliform bacteria, di po ba sa dumi ng tao?

Iyang mga lumot o algae, eh kahit sino pong estudyante ng science class, sasabihin na dahil 'yan sa phosphorus content ng laundry detergents. Hindi po normal 'yan, may algal bloom na po eh lalo na kung tag-init.

Bottomline: malaki po ang problema sa waste water ng Boracay dahil hindi masawata ang pagdami ng mga establisyimentong hindi nag-co-comply, parang alon po sa dagat eh, walang tigil at mukhang lampas na po sa carrying capacity ng isla.

Narito po tayo para salbahin ang mahal nating Boracay. We want to seek the truth. We want to find solutions to help this island, our kababayans. I believe shutting it down completely is not the solution. There are 90,000 workers here. So let's entertain alternative solutions. Andiyan yung moratorium. And we're here to listen, ladies and gentlemen.

Sayang po kasi yung magandang imahe ng isla sa buong mundo. Let's ensure enviromental laws compliance and create mechanisms for the sustainable development not only here in Boracay but also in other places like Coron, Siargao, Samal, etcetera. By doing that, we can secure jobs for our people.

Kahit anong ganda po ng pakikitungo natin sa mga turista, kung pangit naman ang pakikitungo natin sa dagat at kalikasan, balewala din po lahat. There should be a balance between economic and environmental sustainability because there's only one Boracay, our pride as Filipinos.
