FULL TRANSCRIPT OF INTERVIEW OF SEN FRANCIS PANGILINAN WITH DYAB CEBU, 01 MARCH 2018

Q: Senator Kiko, ano po ang mangyayari sa public hearing niyo ngayon dito sa Cebu?

SEN KIKO PANGILINAN: Well, pangalawang public hearing na ito sa labas ng Maynila, last week naroon tayo sa Cagayan de Oro, today Cebu, next week, sa Cotobato, following week Baguio and then we might even have one sa bicol region in addition sa Southern Luzon. Kasama to sa ilang mga resolusyon na inihain sa ating senado bilang chairman on Committee of Constitutional Amendments on the issue of Charter change. So we are here in Cebu para mapakinggan ang mga resource persons whether for or against charter change. We want to hear the different views of our kababayan here in Region 7. Para marinig before mafinalize ang ating committee report at dun sa Charter change at this time sa Senate.

Q: Senator Kiko, sino sino po ang kinumbida ninyong resource person sa today's public hearing?

SEN KIKO: Yes, nandiyan si Chief Justice Davidez we also invited the acting president of the league of municipalities of Cebu, the, Mayor Sesante, mayor Diamante, League of, Mayor of president nandyan din siya. We also invited the CBCP Arch Bishop Jose Palma, archbishop of Cebu, has confirmed, the Dean of the College of Law ng University of Cebu, si Atty. Insenso, We also have the president of the integrated of the Philippines Atty. Jose Cabana, meron din tayong from the business sector I think, meron representative ng chamber, Cebu Chamber of Commerce who will be coming over, at iba pa, marami pang iba. The PDP Federal institute was also invited to on the present their own petition.

Q: Senator Kiko, napansin namin sa public hearing ninyo dun sa Senado at hopefully mangyari din dito sa Cebu yung civility sir ng exchange parang namiss namin yun dahil napaka daming personalan, mga insultuhan doon sa previous public hearing ng iba't-ibang mga kontrobersiya. Dito sa Charter change discussion ng Senate Committee on Constitutional Amendments, napaka taas ng level ng exchange ng mga resource persons ninyo.

SEN KIKO: Yes, tama po yan, maraming salamat. Gusto nga lang nila, dapat sa Cebuano daw pag narito pa din tayo sa Cebu, susubukan natin na talagang magandang exchange, magandang debate very enlightening. Sinadya po natin yan at ganyan naman talaga dapat pag public hearing, lahat ng pabor, lahat ng tutol, dapat binibigyan ng pagkakataon magsalita, hindi kinakailangan na magkaroon ng hidwaan o insultuhan o nagkakasaundo sa ating layunin, sa ating objectives, and how the democracy should be there should be respected, different views should be allowed, opposing views should be ..... So that the public would benefit from it in the long run. And yung intelligent dahil yung mga intelligent businesses natin ay binigay ang kanilang mga kuro kuro. So ganon ho ang ating mga pinagawa at hopefully mamaya ganun din. This will be a healthy exchange of youth that they made a difference at hindi mas lalo tayong malilinawagan dito sa mga usapin at sa kahalagahan ng Charter change. Ang pinakamahalaga dito ay involved ang taong bayan, hindi lamang dapat ang mga politico ang nagdedesisyon tungkol sa pagbabago ng Saligang Batas lalo na pag sa weekly. All sovereignty...resides on all the people.

Q: Senator Kiko, ano feeling niyo sa Senado, hindi ba parang na preempted na kayo dito sa consultative committee, may rekomendasyon na nga sila sa presidential system atsaka ang House gusto nila eh isuspindi na naman ang barangay at SK elections para makapag concentrate na sila sa chacha.

SEN KIKO: Well of course, ultimately we will learn and we will listen to the recommendation ng Consultative committee na yan. But ultimately it is the Congress who will decide whether we will go on ConASS or Concon and what proposals will be undertaken. Yan po ang ating pakikingan pero ultimately in the end the desisyon will be with the Congress.

Q: Senator Kiko ano po ang sintimyento ng mga kasamahan ninyo sa Senado netong threat ni House Speaker Pantaleon Alvarez, would it go alone or would even go without the Senate they could convene sa constituent assembly. Bahala na kayong pupunta sa Supreme Court kung i-question niyo yung ... majority nila na nakuha na daw nila.

SEN KIKO: Well, ang mangyayari dyan ay...charter change. Kumabaga may fake news, mayroong fake charter change ang mangyayari dyan dahil hindi sang-ayon sa Saligang Batas. And the expert, all experts, they were consulted, nagsalita sila dun sa unang hearing. Wala namang nagsabi na dapat voting jointly and these are all experts who also favors charter change dahil hindi lamang yung mga against charter change ang sinasabi it has to be voted separately.

ON NO ELECTIONS

Q: Senator Kiko, ano po ang mensahe ninyo para sa mga taong naguguluhan na po at nababahala na rin. Yung mga no-el talks. No-el daw this may, no-el sa 2019.

SEN KIKO: Well, ...... natin yan. Abangan nila sa susunod na hearing and hopefully we ... cover it. And para ..... ang debate dito sa no-el, dahil gusto kong marinig at malinawagan. San ba nang gagaling ito at yung agenda dahil mukhang sabi ko nga dun sa unang hearing eh, pag no-el, it means nakaupo pa din ang Senador, nakaupo pa din yung congressman. Ma eextend yung term, walang election. Sabi ko, akala ko ba ang kailangan ng ating mga kababayan ay employment, eh bakit inuuna yung employment ng politiko. Hindi ata tama ito, kaya tayo mismo tutol tayo sa no-el. Tutol tayo sa term extension. That is self-serving, that is anti-democratic, because in the end, the people should be able to choose the leaders and that is what our ..... would want to live and would want to have. Yung mga politiko dapat hindi inuuna yung sarili nilang interest.

ON BARANGAY ELECTIONS

Q: So matutuloy ba sir ang May 14 barangay elections or may possibility na may batas na naman na mag suspende ng election na ito?

SEN KIKO: Mahihirapan. Hindi ito walang traction sa Senate sa mga senador ang consensus ay na postpone na yan nung ilang ulit. At ang taong bayan gusto talagang piliin ang kani kanilang opisyal sa local. So they want to choose and select their own leaders. And to postpone it with anti democratic is granting our citizens for choosing our leaders in their respective communities.

ON NFA

Q: Senator Kiko, final question, bago ka namin pakawalan kasi busy-ng busy ka this morning. Ikaw sir, naging presidential adviser ka on food and security noon during the time of President Noynoy Aquino. Anong nangyari ngayon Senator Kiko, ang NFA imbis na ang source ng food security assurance para sa publiko eh sila ang nag press release na wala na silang bigas kaya nag increase up to P5/kg yung commercial rice sa ating mga Mercado. Ano po ang nangyayari?

SEN KIKO: Well, if you, kung namonitor ninyo yung NFA hearing, yung hearings on rice situation sa Senado, nandon yung NFA. Lumalabas na parang at best yung ... Ang NFA and at once ay mayroong kalokohang laganap na nangyayari. For example, binanggit nila, tinaggal na daw ang NFA sector sa port, dun na lang daw sa warehouse I iinspect ang bigas na iimport, eh sabi ko pano pag dating sa port imbis na 60,000 tons ang inorder ninyo eh 65,000 tons ang ibig sabihin ay may dagdag na 15,000 tons na walang permit. Paano niyo malalaman yun? Dinala na sa warehouse at yung libo libong warehouse na paglalagyan eh wala na yung buo. Medyo dun makikita mo na seryoso ba sila against smuggling? O sila ba ay ... with the .... Pangalawa, sinabi nila 245% increase daw yung NFA rice releases sa Mercado sa mga resellers at that time na sinasabi nila na may shortage sila, nag labas daw sila ng 245% increase and the present yung mga bigas nila eh wala naman nakikita sa Mercado. San dinala? Yung 245% increase na ito? Eto ba ay dinala sa mga trader na bumili at may kickback? At yung bibilin nilang NFA rice ay irerebag para ibenta. Kasi ang NFA rice dapat P27 yan per kilo at P32 ang kilo. Aba malaki ang kikitain ng trader, pero kung may kasabwat siya na NFA na director, sabihin niya, benta mo saken ng P27 tapos irerebag ko, ibebenta ko ng 44, hati tayo sa kita. Eh pagka ganyan ang pangyayari, eh talagang wala ng NFA rice sa mercado. Yan ang mga pinapaliwanag at gusto natin mag paliwanag etong NFA. Hindi tama na dalawang araw na lang and stock there was this management on the stocks. And also the purchase of palay. Problema din yan hindi na naisagawa, eto yung ganitong mandato ng NFA.

Q: So Senator Kiko, pwede na ba buwagin ang monopolya ng NFA rice sa importation, ano ang clarification work?

SEN KIKO: Well ako, dapat neutral, madaling sabihin na buwagin ang NFA, ... private setor kami so we.... Necessary support sa farmers to be able to ... and make their yield increase. Eh, mahal ang cost production ng palay natin or rice actually is P12 per kilo to produce rice. In other countries, .... Tulad ng Vietnam so you can imagine.. How can you bring down the cost of production ......... How else the better relation? Pag lahat eto ginawa natin at talagang comprehensive ang supporta sa farmers, we will reach the rice sufficiency and we will be able to bring down the cost of rice. Alam niyo, ang landed cost na bigas na imported sa Pilipinas ay between to P15-18. Pag binili mo sa Vietnam, tapos dinala mo dito sa Pilipinas, pag pasok dito mga P18 yan. So imagine, wala pang kalahati dun sa bigas na binibili natin sa mercado ang presyo. Can you imagine na pag kalahati yung presyo ng bigas sa mercado, ang ating mga kababayan mas maraming perang pambili ng iba pang mga bagay tulad ng gamot, tulad ng pag tustos ng gastos sa education, kaso napupunta lahat sa pagkain lalo na ang mahihirap, dahil mahal ang cost of production at mahal ang bigas.

SEN KIKO: Dapat hahaha I love her more than my ....... harvest, nothing is more beautiful than my wife and then my agricultural harvest.

Q: Senator Kiko, mensahe niyo po para sa mga listeners sa Visayas at Mindanao?

SEN KIKO: Well, nandito po tayo ngayon, maayong buntag, we are here for the consultations and the committee hearing on Charter change, I believe that the other senators would join us. Later, Senator Drilon has confirmed, we are checking other senators who will be joining us, and we hope to hear from our kababayan,... our Cebuano community, Region 7, for the Visayas, we want to hear your voice. Whether you are agree on the Charter change or not, whether you believe it should be federalism. Dapat ba ConCon, dapat ba ConAss.. Convention or Consitutional assembly, yan ang tatalakayin natin mamaya and I look forward to be able to listen and hear the voices of our kababayan here in Cebu, and in Region 7. Para makakaasa sila, hindi natin eto mamadaliin, wala ako ditong fast break, hindi natin eto ppwersahin, hindi na din tayo papayag sa no-el at sa suspension ng mga congresista, mga senador dahil that is Moral and dun sa self serving at alam natin .... ang ating mga kababayan.
