"We should not be afraid of a joint session to deliberate President Duterte's declaration of Martial law in Mindanao. It's our constitutional duty. In 1973, under Marcos's martial law, the Senate was closed and padlocked. Huwag naman sana i-padlock ng lehislatura ang kanyang sarili ngayon sa pagtanggi sa pagsasagawa ng isang joint session."
