On APECO budget for 2015

Q: Balang araw daw, ang apeco ay kikilalanin na matagumpay na project?

Serge: Alam mo, kung ito po ang 1st or 2nd na hearing, okay iyan. But this is the 5th year already. Taon-taon po, parehas lang ang promise nila. Pero umiiba ang klase ng kanilang industriya. Ngayon, Agri-Agra naman sila.

Q: What is the recommendation of the sub-committee now? Babawasan po ba o okay na ang P200M?

Serge: No, we will study that. But we will probably just move for the removal of the entire P200M until they have submitted a feasibility study. Walang feasibility study eh. Hanggang ngayon wala pa akong nakikitang feasibility sa APECO, puro motherhood statements lang. 'Maganda po dun kasi katabi ng tuna highway.' Alam mo, iyong mga fishermen and food processors, canners ng tuna, hindi po pumupunta sa nearest town. Malalaki ang operation nila. The biggest user of Philippine tuna is in Thailand, nanggaling na ako sa pabrika nila sa Bangkok. Pinakita nila ang operations nila, sabi nila, 'These are all Philippine tuna.'

Q: Parts lang daw 'yung mga pictures na ipinapakita kanina sa hearing, pero kung titingnan daw kumpleto na daw ang mga ito?

Serge: We can argue until we are blue in the face, but the question is not whether these are developed or not developed, just tell me how many locators are there. Zero. Iyon lang.

Q: Ang tingin niyo po ang mga freeports, ang mga economic zones, are all failures?

Serge: Failure. I have been saying that since 1998, and the NEDA has been saying that since 1996 or 1997. The Department of Finance said that already in 1995, that it is a wrong assumption to make that freeports attract. Freeports cost us money kasi ang daming tax-free benefits, but they do not really attract, they do not pay for themselves. Kaya since 1998, bina-block ko lahat ang mga freeports dito. Kaso lang, wala ako dito sa Senado nung pinasa ang APECO.

Q: Wala ng committee hearing?

Serge: I have to prepare the committee report now.

Q: Sabi niyo bibigyan niyo na lang ng caretaker budget?

Serge: Mga ganun, mga P40M. we will take a look at their breakdown.

Q: Malaki daw ang epekto nun?

Serge: Dinadala nila 4 na Mutya ng Pilipinas dun sa Korea, P200,000 ang ginastos. Teka muna, ganyan ba ang paggamit ng pondo?
