Q: Hearing on alleged dumping of Turkish flour

Villar: There are many players in the industry and we have to really study. Very concerned kami dito kasi kapag nag-impose tayo ng anti-dumping duty, mamahal ang flour and then affected and bread and bread is very important to Filipinos, second to rice. Ayaw na nating tumaas ang presyo ng bread. So we are looking at what would be the reasonable thing to do para huwag namang tamaan na naman ang Filipino consumers.

Q: Doon sa safety issue, paano po iyon, tuloy ang random-testing na gagawin?

Villar: Magra-random testing with the companies that they complained about. But iyong sa Turkish flour, parang nangyari iyon sa isang certain company sa Turkey na hindi naman nage-export ng products sa Philippines. So iyon ang findings ng FDA, tinrace nila iyon at hinananap nila ang particular company na iyon. That company do not do export to the Philippines kaya hindi naman talaga, swift generalization iyon sa Turkish flour.

Q: Ano ang general assessment natin sa hearing?

Villar: Mahirap kasi ang hearing na ito kasi the industry is asking for anti-dumping duty. That means, you have to impose duty on Turkish flour. Syempre kapag nag-impose ka ng duty, mamahal iyon, so it's not anymore a low-price flour for the Filipino. Ang implication noon hindi naman ang flour per se, the bread consumption of the Philippines. Syempre kapag mahal ang raw material, mahal ang product. Kaya tayo nag-iingat na sana huwag nang tumaas ang presyo ng bread. We are thinking of what to do na mapagbigyan natin ang industry, if they can prove that there is dumping and at the same time, huwag nating itaas ang presyo ng bread. Kasi medyo mataas na ang inflation ng Philippines, especially for the poor as I have cited; 4.9 for the people in general but for the bottom 30%, it's 6.9. Kasi sila ang tinamaan noong nag-increase ng price sa basic commodities.

Q: Wala ba tayong naiisip na amendments sa anti-dumping duty law?

Villar: May mga nakita tayo na mga problema like for example, sino magpa-file ng reconsideration, parang may mali. Tapos iyong kanilang timing, hindi nila matapos ang trabaho nila on time. Sabi nga ni Sen. Cayetano, we have to study how to improve the FDA, kasi undermanned, underbudget, parang PAG-ASA, at hindi magawa on time ang mga dapat gawin. It takes a year yata ang certification, when it should take a month lang. That we should review. Ie-enumerate naming lahat iyon and study.

Q: Gagawa na lang daw uli ng fund?

Villar: Minsan kasi iyong fund, nadadala na rin ako doon. Kasi kapag mis-managed, wala ring effect. Like iyong ACEF, na-mismanaged. Mas confident ako sa sugar industry kasi mas institutionalized sila. Parang ang gusto nating reprieve sa ating consumers ay fast and direct hindi iyong may fund pa, parang mahirap.

Q: On Gov. Jonvic Remulla leaving NP?

Villar: Gov. Remulla is Nacionalista pero nagpaalam na siya na susuportahan niya si Vice President Binay for president. Hindi ko alam na lumipat na siya, hindi naman siya nagpapaalam na lumipat. Nagpaalam lang siya kay Sen. Villar na meron silang tendency to support VP Binay. Baka kinumbinsi siya ni VP na lumipat, we don't know yet. Ngayon ko lang narinig iyan.

Q: Pero pinayagan siyang maging spokesperson?

Villar: Spokesperson na ba siya ngayon? Bago iyon. Hindi ko alam iyon. Baka kanina. Siguro dahil iyong mga nagsalita against VP Binay ay maga Nacionalista, siguro kumuha naman siya ng Nacionalista para spokesperson niya. Ganyan talaga ang politics. Tingnan mo maski ang flour may politics, diba?

Q: Ano ang implication nito sa NP?

Villar: Wala naman. We are a party, we believe we are a good party. We do our work. Sometimes we don't agree with each other but that is part of democracy. Even in our party, we allow tgem to do what they want to do. Like for example ako may advocacy ako, hindi ako pwedeng parahin ng Nacionalista to do my advocacy.
