"An empowerment tool that will turn all Filipinos into graft busters"

Nanunumbalik na ang tiwala ng mamamayan sa pamahalaan at sa pulitika dahil sa patakaran ng administrasyong Aquino na maglingkod ng bukas, malinis at may pananagutan sa taumbayan.

Indeed, an open, accountable and transparent leadership leads people to trust their government. The Aquino administration's policy of transparency and accountability has led people to regain trust in the government, in politicians and in public servants. We have to build on that trust, Mr. President. Sayang naman ang mga pagsisikap ng kasalukuyang administrasyon.

Hindi maaaring ang pananagutan o accountability sa gobyerno ay nalasalalay lamang sa isang tao, sa Pangulo, Gobernador, Mayor o Barangay Chairman. Kailangan natin palakasin ang ating mga institusyon. We need institutional reform. We need to strengthen our democracy, our processes and our institutions.

This will lead to more trust from our people and more trust will lead to participation in governance and more that our people participate in governance, the more this will lead to progress and development.

Bilang mga Pilipino, di kaila sa atin ang ating mga lakas at kahinaan. Ilan na marahil sa pinakamagandang katangian nating mga Pilipino ay ang ating pagiging maka-diyos, ang ating pagiging hopeful at likas na pagiging masayahin. Magaan nating hinaharap ang mga unos ng buhay na may tiwala sa Diyos at paniniwalang may maganda pa ring kinabukasang naghihintay sa ating lahat.

Ngunit, ano man ng saya ng Pilipino ay naglalaho din dahil sa sakit ng PITIK - Presyo, Trabaho, Kita. Mataas na Presyo. Kawalan ng Trabaho at Kulang na Kita. Bawat isa ay dapat tutukan at hanapan ng solusyon ng pamahalaan. Sasaya ang buhay ng Pilipino pag nabigyan ng solusyon ang sabay sabay na sakit na dulot ng PITIK - Presyo, Trabaho at Kita.

Inuulit ko, Ginoong Pangulo, ang mataas na presyo, kawalan ng trabaho at kulang na kita ang nararamdaman palagi ng ating mga kababayan.

Mr. President, while these problems may appear to pertain to livelihood and income opportunities for our people, I believe that the solutions to such problems do not strictly lie within the field of economics. There is another opportunity to address these issues. I refer to the opportunity to empower our people so they can help government help them.

Mr. President, by enacting the Freedom of Information (FOI) Act, we help empower our people to bring about lasting solutions to these problems. It will finally create the change that will make a difference in their lives not only today but for all tomorrows.

FOI provides the mechanism to share knowledge and information about governance with our people, it allows every Filipino the opportunity not only to become a graft buster but actively help prevent the commission of graft and corruption that leads to high prices, lack of job opportunities and income.

Ang impormasyon ay kapangyarihan. Makapangyarihan ang sino mang may hawak ng impormasyon. Ang FOI o Freedom of Information Act (SBN 3208) ay nagtatanggal ng kapangyarihan mula sa kamay ng iilan at ibinibigay ito sa lahat. Kapag ang kapangyarihan ay nasa kamay lamang ng iilan, abuso ang aabutin nito. Ang abuso sa gobyerno ay tinatawag na graft and corruption.

Talamak po ang abuso, talamak ang graft and corruption sa ating lipunan. Talamak po ang kawalan ng trabaho , talamak po ang taas ng presyo, talamak po ang kakaunting kita at pagbabawas pa sa kaunting kitang ito.

Bilang halimbawa, sa overpriced na highways o LRTs: tataas ang pamasahe, tataas din ang presyo ng bilihin. The increase in the cost of transportation of goods and of people will lead to higher prices. Sa pagtaas ng presyo at pag control ng iilan sa ating economiya ay nagreresulta sa kawalan ng trabaho. Bukod sa kawalan ng trabaho, nagkukulang din ang kita.

Saan man natin tignan, Mr. President, oras na na isauli natin sa mamamayan ang kapangyarihan.

I congratulate my colleagues who worked so hard over this measure. Ilang Kongreso na po natin itong pinagsisikapan na maipasa ang FOI act.

As I congratulate our chairman, Senator Gringo Honasan, I ask all of our colleagues to help in passing this bill. This will be our best Christmas gift to our people - A Freedom of Information Act.
