SEN. GUINGONA LAUDS PASSAGE OF NATIONAL DESIGN POLICY BILL
SBN 3071 SUPPORTS FILIPINO CREATIVITY TO STIR PHL ECONOMIC PROSPECTS

Senator Teofisto "TG" Guingona III has laud the passage of Senate Bill No. 3071 aimed to merge Filipino creativity and innovation to stir sustainable economic development towards viable trade benefits.

"Design fuses art, culture, business, science and technology towards the paramount goal of solving problems, which in turn leads to improving the quality of human life," Sen. Guingona said.

With the passage of SBN 3071 ("An Act Promoting Competitive Filipino Design, Providing for the purpose a National Design Policy and Re-Engineering and Renaming the Product Development and Design Center of the Philippines (PPDCP) into the Design Center of the Philippines and for Other Purposes") on third and final reading in the Senate on November 5, 2012, Sen. Guingona is optimistic that design will become the key element to the country's research and innovation strategy.

"The Philippines would enormously benefit from this in the promotion of its products and services to the world. With the creation of the Design Council of the Philippines, a national design policy shall be formulated to guide our design and creative industries on the road to making the Philippines the "design hub" of Asia," Sen. Guingona said.

SBN 3071 also promotes the adaptation of design principles, such as creativity, efficiency, user-centeredness, and sustainability in government processes and public programs. The objective is to channel and use its resources to deliver its services more efficiently and effectively.

Under the bill, the main function of the Design Center of the Philippines will be to formulate a National Design Policy, which shall serve as an integrated, forward-thinking and long-range strategy for design in the Philippines. The bill furthermore provides the venue for the government to promote the economy and society driven by creativity, design and innovation that are responsive to our modern and challenging times, while taking into consideration the Filipino culture and identity.

The approved bill likewise protects the ideas and innovations of Filipino talents, innovations and creativity.

Sen. Guingona originally authored SBN 2131 to propose for a Design Council of the Philippines. Eventually, a better version, SBN 3071 under Committee Report No. 84 was co-authored by both Sen. Guingona and Sen. Manuel Villar to strengthen the Philippine design industry and make it at par with international market.

It ultimately intended to create an environment and culture that values and drives innovation so the Philippines may leverage its raw materials, natural resources, and creativity to stay ahead of the curve.
