Transcript of Interview of Senate President Juan Ponce Enrile

On the Reproductive Health Bill

Q: Sir, pina-amyendahan ni Sen. Pia Cayetano 'yung ibang controversial parts ng RH Bill tungkol sa abortion, essential medicines. What do you think of these amendments?

SP: Di ko pa alam. 'Yun ang committee amendments. Dadagdagan pa naming ang amendments pa.

Q: Ano sir?

SP: Sinabi ko na 'yung essential medicine, hindi ko matanggap 'yun.

Q: Sir, binago po 'yung title ng Section 9. Originally po di ba 'yung family planning supplies as essential medicine? Inalis po 'yung essential medicine pero 'yung laman ganoon pa rin, sir.

SP: Pareho pa rin 'yun. You remove the characterization but the substance is still there.

Q: Sir, kanina po sabi ni Senator Jinggoy may nagsabi po sa kanya na isang senator mukhang 10-10 po 'yung pro and anti RH. Pantay. Ganoon din po ba ang estimate niyo?

If you talk of the impact of that on the population, you look at it from the viewpoint of the growth of population.

SP: Hindi. Walang majority.

Q: Walang paraan para sa tie breaker?

SP: Hindi naman namin hahadlangan 'yan. There's no effort to derail it but we have to consider the future of this country. Ako, I'm not talking of religion or morality here. I'm talking about the long term, strategic interest of the country.

Q: Sir ano 'yung tamang description sa anim na senators?

SP: They are still weighing the bill.

Q: Sir, kagabi uminit 'yung ulo niyo. Kinausap ba kayo ni...

SP: Hindi ako umiinit ang ulo basta emphatic ako kapag magsalita. Impression lang ninyo 'yun.

Q: Pero sir, hindi po lumapit sa inyo si Senator Pia afterwards?

SP: Hindi naman kailangan.

Q: In good terms pa rin po kayo?

SP: Oo. Ako, wala na. Masyado ng makapal ang balat ko. Hindi na parang sibuyas.

On plagiarism accusations against Senator Sotto

Q: Sir, your thoughts sa latest plagiarism accusations against Senator Sotto in his last speech. Allegedly, he translated a part of former US Senator Kennedy's Day of Affirmation speech noong 1966.

SP: Ewan ko. Was he talking about RH Bill in those days?

Q: No, sir pero 'yung part na po 'yun trinanslate daw po...

SP: Anong sinabi raw niya?

Q: Parang sinasabi lang na magka-isa, magtulungan para mapabagsak 'yung wall of oppression. 'Yung ending lang, sir ng kanyang turno en contra. 'Yung kanyang parting words...

SP: Ewan ko. I have not read all the speeches of Kennedy.

Q: Pero sir, kailangan ba na critical pa tayo sa...

SP: Hindi. Hindi ko alam na marunong pala si Kennedy mag-Tagalog.

Q: Pero sir, kailangan pa bang pagtuunan 'yung mga ganoon?

SP: Hindi ko na papatulan 'yun. Maski na 'yung mga manunulat na 'yan, kinokopya rin nila 'yung mga expression ni Aristotle, Plato, Socrates, Machiavelli, John Hobbes, kung sinu-sino. Anyway, it's a matter of style.

SP: Alam mo, sa Korte Suprema, 'yung mga members of the Court sa Amerika hindi sila nag-uusap. Kanya-kanyang utak 'yan. They never talked to each other.

Q: Pero sir, di ba kailangan they should work harmoniously?

SP: No. Collegial 'yun. Each one will vote. Nagbobotohan din 'yun kagaya naming on every issue.
