Sen. Bongbong Marcos: On the need to revise
the charter of the Boy Scouts of the Philippines

So the popular scout song goes.

The Scouting movement is a worldwide organization that provides non-formal education to the youth, by way of practical activities, sports, skills training, and physical and outdoor activities, with the objective to develop morally straight, disciplined, concerned, self-reliant citizens. It aims to inculcate among the scouts love of God, country and fellowmen-primary to love of self. The social values being advocated by the scouting movement find support in our Constitution, which recognizes the vital role of the youth in nation-building and aims to promote and protect their well-being.

The Boy Scouts of the Philippines (BSP) is a chartered government corporation created by virtue of Commonwealth Act No. 111. Since its enactment in 1936, the BSP's charter has been amended twice: first, in 1974 by Presidential Decree No. 460, and second, in 1992, by Republic Act No. 7278. The bill that I have filed, Senate Bill No. 3235, seeks to streamline the structure, powers, duties and functions, and incentives of the Boy Scout of the Philippines. We are doing this in order to make the BSP more attuned to the changing times, the growing challenges of the society, and actual reality. With the help of BSP National President, Vice-President Jejomar Binay, we shall work to make the Boy Scouts of the Philippines a more efficient, relevant and modern organization, and a more effective partner of the government.
