Cityhood Bills Passed Into Laws

As Chairman of the Senate Committee on Local Government, Senator Ferdinand "Bongbong" Marcos Jr. played a pivotal role in the passage of Senate Bills 2761 and 2931, and House Bills 4730 and 4729, converting the municipalities of Imus and Bacoor into component cities to be known as the City of Imus and City of Bacoor, respectively. These bills became Republic 10161 and 10160 after signed into law by President Benigno Aquino III on April 11, 2012.

Senate approved on final reading last December 2011, with 19-0 votes, two bills converting the municipalities of Imus and Bacoor in Cavite province into cities.

Marcos, who was instrumental in the passage of the two bills that turned two of Cavite's most enterprising towns into cities, vigorously defended these bills during the plenary deliberation in the Senate. He explained that both Imus and Bacoor have satisfied the legal requirements for their conversion. He noted that the basic requirements under Section 450 of the Local Government Code of 1991, as amended by Republic Act 9009, for a municipality to become a city have been complied with. "Both Imus and Bacoor have a locally generated average annual income of at least 100 Million for the last two consecutive years, as certified by the Department of Finance. They have also complied with the population requirement of not less than 150,000 inhabitants, as certified by the National Statistics Office. And lastly, the two municipalities have contiguous territories of at least 100 square kilometers as certified by the Land Management Bureau," he said.

Marcos emphasized that both Imus and Bacoor are two of the most progressive towns in the Province of Cavite. "The conversion of Imus and Bacoor into cities will enhance the capability of their respective local government units to deliver the needed basic services to their growing inhabitants," he noted.

At the same time, Marcos said that the conversion of Imus and Bacoor would further enhance the momentum of growth, which has marked the development of the two towns for the past years.

"Now that they have become cities, we expect that Imus and Cavite will become more effective partners of the national government in promoting economic growth", he added.
