KIKO PANGILINAN: NO EXCUSES; MARTIAL LAW
DECLARATION WAS ILLEGAL

Senator Francis "Kiko" Pangilinan today says the President was wrong in declaring Martial Law, even as President Arroyo defends her decision.

"With all due respect, while it is true that according to PGMA being President includes making tough choices, it most certainly does not include making illegal choices," Pangilinan says.

The senate passed resolution 1522, expressing the sense of the upper house that the ML declaration was unconstitutional.

"We maintain that the accused Ampatuans and their armed followers are not rebels, that a rebellion did not exist to justify the proclamation under section 18, article 7, and that the proclamation was meant to free PGMA of any responsibility over the massacre after having coddled the Ampatuans all these years. She was out to save her own skin, even if it meant thrashing the constitution."
