ANGARA HEARS BUDGET OF STATE UNIVERSITIES
& COLLEGES TODAY AT THE SENATE

Philippine competitiveness has steadily and consistently slipped as a result of our measly investment on education, health, research and development and basic infrastructure. Senator Edgardo J. Angara today emphasized the need to step up public spending on education especially R&D, as it has the highest economic pay off of all economic activities.

The proposed obligation for FY 2010 accounts for 1.36% of the National Government Budget of P1.541 Trillion and a decrease from the P24.23 Billion compared to that of FY 2009.

Angara however stressed the vital role of State Universities and Colleges (SUCs), "we must continue investing on our human capital. We have talent but we don't invest," said Angara former University of the Philippines President.

The SUCs of NCR will receive the biggest allocation of 33.37% amounting to P7.03 Billion of the total SUC budget while Region XIII will have the lowest budget with a percentage share of 1.26%.

The projected funds of the SUCs for FY 2010 will amount to P31.23 Billion composed as such:

1. Proposed New Appropriation P19.59 Billion

2. Automatic Appropriations 1.44

3. Projected Income 10.20

TOTAL P 31.23 Billion

The projected income of P10.2 Billion will be sourced from the following:

1. Tuition Fees P4.59 Billion

2. Other Income from Students 2.23 Billion

3. Income from other sources 1.26 Billion

4. Income from revolving Fund 1.22 Billion

5. Grants and Donations 166 Million

6. Others 725 Million

Angara who've always emphasized the need to give priority on human capital investments, urged Commission on Higher Education and the SUCs to focus its budget on four priorities: faculty development, facilities improvement, student scholarship and research, to improve RP's higher education competitiveness.
