SP: Anong resolution yun? Obtaining a proposal to amend or calling for a Constituent Assembly?

Q: ¾ votes of members of the Congress...hindi malinaw...and they will leave it up to the Supreme Court to decide kung voting separately...basta na file na lang..

SP: Well, as far as we're concerned here, we'll wait until it comes here. If it will not come here, let them have their act and let it be sent to the Supreme Court if somebody will raise it. I would like them to do it; amend the Constitution by themselves and find out if they can do it. I don't think they can do it..well if they don't have the act here, they won't be able to do it. How can they fund it? How can they fund the Plebiscite?

Q: Sir, mukhang sa desisyon ng Supreme Court on the party-list,mukhang magiging more than 215 ang mga Congressmen ngayon.

SP: That's why I proposed the increase in the membership to 350 to comply precisely with the Constitution. The Constitution requires that of the total physical members of the House of Representatives, 20% must be party list members. And they're violating the Constitution because the elective which should come from the 200 members, which is the balance of the 50 for party-list, is already filled-up, plus 20 more so the electives have eaten up the seats allocated to the party-list members. Now, if the 350 is authorized finally by Congress, all of those vacancies will not be filled. It is fallacious and untruthful to say that we're going to add 100 more Congressmen to the membership of the House. That's not true. Bago magsalita itong mga taong ito lalo na sa publiko, dapat pag-aralan nila. Nililito nila ang bayan. Ang Supreme Court ay nagsasabi na mali yung computation na ginagawa at nilalabag na natin ang Saligang Batas. Ano ba yang Saligang Batas na yan? That is the Republic. You have no Republic without that Constitution and we are violating it. What kind of people are we?

Q: Sir, according to NEDA Secretary Recto, overpriced daw yung presyo ng gasoline?

SP: Dapat ikulong yung mga lumalabag sa batas. Wala nang maraming salitaan. Pairalin ang batas. Pagalawin ang makinarya ng gobyerno para sa ganoon, yung mga nangdadaya sa publiko,yung mga lumalabag sa batas ay ikulong sa Muntinlupa. Punuin natin yung Muntinlupa ng mga taong hindi sumusunod sa batas.

Q: Sir, sino dapat mag initiate para makulong yung mga 'yun?

SP: Eh, di yung Secretary of Justice. He's the highest prosecutor of the land.
