Loren on CHR airs concern on alleged rubout ...

"The video showing the police still shooting at the apparently dead occupants of a car smacks of overkill at the very least. There must be a determination whether the rules of engagement had been followed by the law enforcers and that human rights have not been violated.

"As the state recognizes the sanctity of life, there must be a reorientation among our law enforcers that the use of lethal force should be a last recourse, and that they must shoot to disable or to neutralize a threat and not to kill.

"The Commission on Human Rights is well within its authority to investigate the matter so that justice may be served and that appropriate measures undertaken to minimize the reoccurrence of such appalling incidents. As it is the Philippines has already been criticized by the United Nations and other rights organizations of violating human rights with impunity. "
