Transcript of SP Enrile during an ambush interview
after today's C.A. Session

On SP's comment on the apparent link of the First Gentlemen to the Senate Investigation on the three companies banned by the WB for alleged corruption in the implementation of projects funded by the WB:

The main thrust of the investigation is the problem of the World Bank. The chairman of the committee made this point even as Sen. Lacson raised his point. I'm not against investigation about any person by the Senate, even if the person being investigated is the husband of the President. But I think we 'll have to be circumspect in the handling of the investigation so that it will not go into any direction, not necessarily expanding from what it originally was.

On the alleged bribery as hinted by Sen. Lacson

Wala pa namang ebidensya na the money was for the First Gentleman. It was denied by Luna. We will see in due course what will happen.

On the possible appearance of FG as witness in the investigation.

Yes. Dapat mauna munang ipatawag yung witness ni Sen. Lacson bago si FG. May binanggit siyang pangalan, so dapat iyon muna ang unang isalang bilang witness sa nasabing investigation.

On whether SP will sign a subpoena for FG to compel him to come to the Senate Inquiry.

I will cross the bridge when I reach there.

On whether SP will sign a resolution citing Paule for contempt.

Pag dumating sa akin yun, I will sign it.

On the position of the palace that the investigation was quickly linked to FG.

I respect the position of the palace. Let the committees do their work. But I would like to caution them to finalize investigation according to the original purpose and finish that without expanding too widely.

On whether the Senate can successfully approve the Baselines Law.

There's no reason why this could not be approved. It's a simple bill. It's a very technical bill. There's nothing to debate. It's simply a description of the baselines of the country. I see no reason to delay.

On whether there was a compromise since it took the Senate one year to have it debated on the floor.

There was no compromise. The bill was authored by several members and all were taken into account. The bill that I filed was the one that was substantially adopted. We have to comply with the UN Conference on the Law on the Sea.

About the distinction of the Senate Version compared to the Unclos.

We in effect preserve the already accepted contour of the Philippine Republic and added other areas in accordance with the Law of the Sea by making the islands of Kalayaan, Scarborough and Shoal as a regime of islands under the Republic of the Philippines. Walang nawala sa atin. Lumaki nga ang ating teritoryo.

On his comment on the possibility of stimulus fund to end up as a campaign fund for the administration candidates.

Yung mga nagsasabi niyan, kailangang bantayan nila yan. Malayo pa ang eleksyon. Wala namang eleksyon sa 2009. Our budget covers only for 2009.

On what is the assurance that the stimulus funds won't be diverted, especially now that the DPWH is under investigation for alleged corruption on government projects it is undertaking.

Kayong media ang assurance. If you are alert to find out if there is illegality. Expose it.
