SPMBV: On the possible involvement of government officials, serious violations of basic human rights guaranteed in our constitution itong ginawa ngayon ng mga inimbitahan natin o inisyuhan natin ng subpoena na miyembro ng ating AFP at PNP, isang bagay na hindi naman natin dapat at pwedeng palampasin.

Maliwanag na hindi natin iginagalang ang ating konstitusyon, pagtatanggol sa basic na karapatan, karapatang pantao ng ating mga kababayan. I now ask the three committees to ask these people to show cause why we should not issue a warrant of arrest to all of them. And to me I would like to propose, mr chairman and to all the three chairmen, to cite for contempt all of those who disregarded the subpoena of the Senate.

SPMBV: Mr lozada, are with your familiar with the letter of the United States expressing worries over the signing of the nbn-zte? I understand that the US embassy, through US Ambassador Kristie Kenney, sent a communication expressing the interest of the US government in the nbn, and requested the Philippine government to carefully review and consider the multiple expressions of interest submitted and manifested in all government projects and that there should be competition and transparency. My understanding is that this letter was sent on April 20, 2007, which is a day before the signing of the agreement. I am asking this question because yesterday in an interview, sinabi yata ng pangulo na merong nagsabi sa kanya na may problema itong zte deal. Could it be the US embassy, mr lozada?

J. LOZADA: Alam ko po na may ganyang sulat, nadala po yata sa malacanang yan if I'm not mistaken, kaya ko po alam yan kasi yung meeting na hinihingi ng US embassy, sinabi ng palasyo, si secretary neri ang dapat humarap sa mga taga US embassy. Alam ko po yon dahil nung makipag meeting si sec neri sa mga taga US embassy, nandun din po ako.

SPMBV: So alam ng pangulo ang concern ng US embassy sa deal na ito?

J. LOZADA: Alam ko po, kaya nga ipinasa kay sec neri para sagutin ang concern ng us embassy.

SPMBV: Sa palagay mo ba may iba pa na posibleng nagsabi sa pangulo ng kamalian ng kontratang ito bago ito pinirmahan sa china?

J. LOZADA: Alam ko po meron pang iba.

SPMBV: Sino naman yan

J. LOZADA: Alam ko si secretary neri has also expressed his ano, mas mabuti pa siya na lang ang magsabi.

SPMBV: Nag-express ng concern na may problema ang zte deal? Means that may warning from the US embassy, may warning from sec neri, but the president continued and witnessed still the signing of the zte broadband deal?

J. LOZADA: Ganun po ang nangyari.

SPMBV: Mr chairman, I just want to find out whether or not the President had knowledge of the problems in the zte deal before the signing.
