KIKO URGES SC TO RULE ON PENDING CASES ON CONSTITUTIONALITY OF HOUSE DECISION TO JUNK WEAK IMPEACHMENT COMPLAINTS

"A favorable ruling on the pending petition may yet give life to the constitutional process of holding the President accountable in this latest ZTE scandal through a credible impeachment process." --- KIKO PANGILINAN

The Supreme Court is now in the best position to resolve the controversy involving dismissing impeachment complaints against Mrs. Arroyo on a technicality, Senate Majority Leader and Independent senator Kiko Pangilinan said.

"The Supreme Court should resolve with finality the pending petition filed before it on the issue of the constitutionality of the junking of the first impeachment complaint against President Arroyo on technical grounds last 2005." Kiko said.

Mrs. Arroyo admitted that she knew about the patent irregularities involving the ZTE deal, but did not cancel the contract right away.

"A definitive ruling may yet set aside action on the last impeachment complaint and pave the way for the filing of a new complaint involving the ZTE deal even before July 2008." Kiko explained.

A group of lawyers has already challenged the constitutionality of dismissing impeachment complaints based on the one-year bar rule. The lawyers argued, among others, that the one-year bar rule must yield to public interest and accountability, especially since bogus impeachment complaints are being filed to preempt valid ones with meritorious grounds.

"A favorable ruling on the pending petition may yet give life to the constitutional process of holding the President accountable in this latest ZTE scandal through a credible impeachment process." Kiko ended.
