KIKO SUPPORTS PASSAGE OF CAREER EXECUTIVE SERVICE SYSTEM BILL; HITS POLITICIZING OF THE CAREER SERVICE

Senate Majority Leader and Independent senator Kiko Pangilinan today backed the proposal made by Civil Service Commission Chairwoman Karina David regarding the immediate passage of the "Career Executive Service System Bill" which will put a stop on the so-called "palakasan" system allegedly prevalent in the current administration.

"Kailangan iwaksi na at maisantabi ang makalumang pamamahala at pamumuno, dapat itaguyod na ang makabagong pamamahala at pamumuno at ang pagsasabatas ng nasabing panukala. Ang mahirap kase diyan, porke't supporter ni ganito, ni ganyan nailalagay sa mga puwesto sa gobyerno kahit na hindi sila eligible. Ang masamang epekto niyan iyong mga talagang eligible at talagang nagtiis para marating ang puwesto nila ngayon sila pa ang naisasantabi," Kiko said.

Under the current practice the Presidenthas the power to appoint officials in government even if he or she is not career-service eligible. The bill, if passed, would limit the President's power in appointing undeserving officials in government as they will first pass through the strict screening by the Civil Service Commission.

"Nakalulungkot isipin na may apat na libong mga eligible ang hindi na-a-appoint sa iba't-ibang mga puwesto sa gobyerno, samantalang alam natin na maraming mga undersecretary at assistant secretaries ang nasa puwesto kahit na hindi eligible,"Kiko ended.
