Petty corruption report reflects dismal failure of national leadership

Senate President Manny Villar stressed, "The example of the national leadership is crucial in setting the direction for reducing and discouraging petty corruption in the country which directly hits the poor. It should inspire good governance and set high hopes for the Filipinos, not the other way around. The report only reflects the pervading system springing from the dismal failure of government to implement meaningful reforms."
