KIKO ON THE PLANS OF GEN. ESPERON TO
SNUB SENATE PROBES BY INVOKING EO 464...

"I urge General Esperon to reconsider attending Senate probes in the 14th Congress and not to invoke EO 464, as the Supreme Court had already ruled with finality that the EO is illegal and that the Senate as an institution has the Constitutional duty to act as a check on the Executive branch."

"What we undertake in the Senate are inquiries in aid of legislation. It is this power to inquire and to compel the attendance of government officials including the military that we are invoking. It is our mandate as elected officials to do so. We cannot allow Gen. Esperon to invoke EO464 again. They cannot turn a blind eye to the injustices and the disappearances of many political activists, journalists and those that question the policies of government. Too many people have died, too many families have suffered."

"Governmental power vested in the executive is open to error, abuse, and excess, and there is a need to legislate laws that will prevent such and will deter the political killings. EO 464 is contrary to the Constitution and Gen. Esperon is not above the law. He should appear before Senate hearings in aid of legislation, because the Constitution says he must.
