ADDENDUM TO SEN. PANFILO LACSON'S The basic reason for the Supreme Court's rejection of the people's initiative is on the issue on revision or amendment. Certainly, changing the structure of government from bicameral to unicameral, abolishing the Office of the President and reducing co-equal branches from three to two, do not constitute mere amendment but revision, which cannot be pursued through a people's initiative as stated in the 1987 Constitution. |
