138th Assembly of the Inter-Parliamentary Union: Senator Loren Legarda, head of the Philippine delegation to the 138th Assembly of the Inter-Parliamentary Union in Geneva, Switzerland, delivers a speech at the General Debate on “Strengthening the Global Regime for Migrants and Refugees: The Need for Evidence-based Policy Solutions.” Legarda stressed that global policy and action should consider and respect the rights and dignity of all migrants and refugees, and urged parliamentarians to pursue the Global Compact for Safe, Orderly and Regular Migration as a platform for collective action—one that will set in place a voluntary and non-binding international framework to manage international migration acceptable and implementable by all states.
