VILLAR IMPROVING THE SEEDS INDUSTRY: Sen. Cynthia Villar, chair of the Committee on Agriculture and Food, conducted a hearing on the implementation of Republic Act 3708 or the Seeds Industry Development Act of 1992 and why the law is failing to make available to small holder farmers high quality seeds for increased production.
