DEFINING GENDER-BASED ELECTRONIC VIOLENCE: Alarmed by the rise of gender-based electronic violence, Akbayan Senator Risa Hontiveros, chair of the Senate Committee on Women, Children, Family Relations and Gender Equality, tells resource persons during a Senate hearing, Wednesday, August 23, 2017, that “there is an urgent need to institute protective measures and strategic policies to combat the prevalence of the rape culture in our society which leads to physical sexual assault and other forms of violence against our women and children.” Hontiveros is the author of Senate Bill 1251 which penalizes online harassment including threats based on a person's gender or sexual orientation.
