STOPPING THE GARLIC CARTEL: Sen. Cynthia Villar, chair of the Committee on Agriculture and Food during the continuation of the inquiry on the spike in garlic prices, pointed out that the persistent problem of cartel could only be addressed with the prosecution of identified cartel players and the improvement of local garlic production.
