Also discussed during the hearing Wednesday, May 27, 2015, was a research study undertaken by the Department of Health in Cebu City, which allowed the distribution of syringes and needles to drug addicts in Barangay Kamagayan, as a means to prevent the spread of Human Immunodeficiency Virus (HIV), the retrovirus that causes the Acquired Immunodeficiency Syndrome (AIDS) by destroying the helper T cells of the immune system.
