VILLAR SPONSORS AMENDED FISHERIES BILL: Sen. Cynthia Villar, chair of the Senate Committee on Agriculture and Food, delivered the sponsorship speech on Senate Bill 2414 or The Act Strengthening the Bureau of Fisheries and Aquatic Resources at the Senate yesterday (Sept. 22). The bill seeks to create the Fisheries Management Fund, collected from illegal fishing penalties that will provide scholarship and livelihood assistance to poor fisher folks.
