Invitation to Bid INVITATION TO APPLY FOR ELIGIBILITY AND TO BID The Senate of the Philippines invites all G-EPS registered bidders/suppliers to apply for eligibility and to bid on the following:
The bidding documents shall be available to interested bidders/suppliers at the BAC Secretariat Office, Rm. 401, 4/F Senate of the Philippines, GSIS Building, Roxas Boulevard, Pasay City from 1:30 PM to 6:00 PM, March 12-15, 2007 upon payment of non-refundable fee as indicated above. Schedule of pre-bidding conferences and opening of bids will be held at the Office of the Deputy Secretary for Administrative and Financial Services, Rm. 408, 4th Floor, Senate of the Philippines, GSIS Building, Pasay City on the following dates:
All particulars relative to the eligibility, bid evaluation, and award of contract shall be governed by the provisions of R.A. 9184 otherwise known as the Government Procurement Reform Act. Bids received in excess of the Approved Budget of the Contract (ABC) shall be automatically rejected at bid opening. LATE BIDS SHALL NOT BE ACCEPTED. ALTERNATIVE BIDS SHALL BE REJECTED. Bid bond shall be in the form of cash, cashier's check, or manager's check equivalent to two percent (2%) of the approved budget of the contract, except for the CY2007 Canteen Concession & Catering Services:
This Invitation is also advertised with the Government Electronic Procurement System (G-EPS) at www.procurementservice.org, Senate website at www.senate.gov.ph, and posted at the 4th Floor Senate bulletin board. THE SENATE OF THE PHILIPPINES RESERVES THE RIGHT TO 1) REVIEW ALL ELIGIBILITY REQUIREMENTS; 2) REJECT ANY OR ALL BIDS; 3) CONFISCATE THE BID BOND AND/OR PURSUE APPROPRIATE LEGAL ACTION SHOULD THE WINNING BIDDER REFUSE TO ACCEPT THE AWARD; 4) WAIVE ANY DEFECTS CONTAINED THEREIN; and/or 5) ACCEPT THE OFFER MOST ADVANTAGEOUS TO THE GOVERNMENT. ANY DECISION MADE BY THE SENATE IS FINAL AND EXECUTORY.
FURTHER, THE SENATE OF THE PHILIPPINES ASSUMES NO
OBLIGATION WHATSOEVER TO COMPENSATE OR INDEMNIFY THE
BIDDER OR WINNING BIDDER, AS THE CASE MAY BE, FOR ANY
EXPENSE OR LOSS THAT SAID PARTY(IES) MAY INCUR IN ITS
PARTICIPATION IN THE PRE-BIDDING AND BIDDING PROCESS NOR
DOES IT GUARANTEE THAT AN AWARD WILL BE MADE. |
